Ukraine Outstrips Russia in Offensives for First Time, Moscow Strikes Back

For the first time since Russia launched its full-scale invasion in February 2022, Ukraine has conducted more offensive operations than Russian forces in a single 24-hour period, marking a potential turning point in the four-year conflict. General Oleksandr Syrskyi, Commander-in-Chief of the Armed Forces of Ukraine, announced the milestone in an exclusive interview with Militarnyi, a Ukrainian military news outlet, published on May 19.

“Yesterday’s 24-hour period, which ended at 00:00, was characterized by the fact that the number of our offensive actions for the first time exceeded the number of offensive actions by the enemy,” Syrskyi said, as TVP World reported. He added that Ukrainian counterattacking and offensive operations on the front outnumbered those carried out by Russian forces.

A Shift in Battlefield Dynamics

The milestone signals that Ukraine is increasingly seizing the tactical initiative after months of largely defensive operations. Syrskyi attributed the shift to systematic efforts to inflict casualties on Russian personnel, precision strikes, depletion of enemy reserves, and constant pressure on forward Russian units.

According to Ukrinform, Syrskyi emphasized that “the continuous destruction of the Russian army’s manpower directly affects its ability to maintain the intensity of its assault operations.” However, he cautioned: “We cannot relax, because the enemy is strong. In the Pokrovsk sector, they have concentrated nearly 99,000 personnel, and this is the largest grouping they have in any sector of the front.”

The assessment aligns with analysis from the Institute for the Study of War, which reported that “not only are Ukrainian defensive lines holding, but Ukrainian forces have managed to contest the tactical initiative in several areas of the front line even as Russia continues to lose disproportionate amounts of manpower to achieve minimal gains.”

Heavy Russian Losses

Syrskyi disclosed staggering Russian casualty figures, stating that Russian military losses since the start of 2026 had exceeded 141,500 troops, including more than 83,000 killed or permanently incapacitated, according to the New Voice of Ukraine. Russia is losing at least 1,000 troops killed and wounded every day. Ukraine’s General Staff estimates total Russian losses at approximately 1,352,070 personnel since the invasion began.

Ukrainian drone units have played a critical role, causing Russian forces to lose more personnel than they are able to mobilize for the fifth consecutive month. Ukraine has also significantly increased deep strikes behind enemy lines using Middle Strike-type drones, targeting logistics hubs, oil refineries, and defense industry facilities inside Russia.

Russia Responds with Retaliatory Strikes

Moscow’s response was swift. On May 17, Ukraine launched one of its largest-ever drone strikes, sending approximately 600 drones across 14 Russian regions. According to The Guardian, at least four people were killed and a dozen wounded in the attack, which struck areas including the Moscow region and Belgorod. Russian air defenses reportedly shot down 556 drones overnight.

President Volodymyr Zelenskyy confirmed the strikes, stating that drones had flown more than 500 kilometers from Ukrainian territory and that Ukraine was “overcoming” Russian air defense systems concentrated around Moscow. “Our responses to Russia’s prolongation of the war and attacks on our cities and communities are entirely justified,” he said.

Zelenskyy Confirms Changing Dynamics

Zelenskyy offered a similarly optimistic appraisal of the battlefield situation. As TVP World reported, he said in a social media post that “this month saw changes in the dynamics on the frontline in Ukraine’s favor. We are holding more positions and inflicting more damage.” He noted that the impact of “long-range sanctions” against Russia has been “especially significant” and approved additional long-range action plans for June.

What to Watch

While the milestone represents a significant psychological and tactical shift, analysts caution against overinterpreting a single 24-hour period. Russia retains formidable advantages in manpower, with nearly 99,000 troops concentrated in the Pokrovsk sector alone, and maintains the capacity for devastating retaliatory strikes. The broader diplomatic landscape remains uncertain, with U.S.-led peace efforts stalled and Russia renewing hardline demands for Ukrainian withdrawal from Donbas as a precondition for any ceasefire.

Whether Ukraine can sustain its increased offensive tempo and translate tactical gains into strategic breakthroughs will be a key question in the weeks ahead.
