According to a Xinhua News Agency survey of over 3,500 young talents, more than half rent their housing in Beijing, over 70% believe housing prices and rents are too high, and 62.1% cited lack of funding as the biggest challenge in entrepreneurship.

A key component is the “Beijing Line 10 Talent Vitality Ring,” which links Fengtai, Haidian, and Chaoyang districts via the city’s busiest subway line. The corridor connects universities, industrial parks, talent apartments, and innovation hubs, creating what officials describe as a seamless talent development ecosystem. The Beijing Government website noted that Line 10’s 45 stations connect major universities including Renmin University, Beihang University, and the University of International Business and Economics, along with key business districts like Zhongguancun, CBD, and Lize.

The 30 billion yuan talent development fund will support a range of financial products, including intellectual property pledge loans with 50% interest subsidies. Winners of the HICOOL Global Entrepreneurship Competition can receive up to 2 million yuan in rewards along with full-chain services for business landing, promotion, and investment. Student entrepreneurs can access up to 500,000 yuan in startup capital and subsidized office space through the overseas student entrepreneurship park policy.

Beijing also recognizes 68 overseas professional qualifications, has released 3,000 high-quality job positions, and is offering 70,000 cumulative internship and employment positions through Fengtai District alone.

The initiative has an international focus, with the World Young Scientists Federation and the Overseas Academicians Federation Beijing Center now based in Fengtai. The World Young Scientists Federation’s founding members include 46 universities, research institutes, and enterprise alliances from 23 countries across Asia, Europe, and the Americas.
