Guan Zhizhou: A Rapidly Rising Official

Guan Zhizhou, 56, was born in Shenyang, Liaoning Province, in December 1969. A member of the Manchu ethnic group, he holds a graduate degree and a Doctor of Science. He is an alternate member of the 20th CPC Central Committee.

Guan’s career has spanned multiple provinces and the central government. He began his political career in Liaoning, serving as Vice Mayor of Shenyang, Director of the Provincial Agricultural Committee, and Secretary-General of the Provincial Government. In December 2016, he was promoted to the Liaoning Provincial Party Standing Committee and later served as Chairman of the Provincial Federation of Trade Unions.

In March 2018, Guan was transferred cross-province to Shandong as a Provincial Party Standing Committee member, later taking on roles as Propaganda Department Director and Education Work Committee Secretary. He moved to the central government in May 2020, becoming Director and Party Secretary of the National Forestry and Grassland Administration. In December 2024, he was appointed Minister of Natural Resources — a position he held for only five months before this latest elevation.

Wang Zhonglin’s Brief Tenure

Wang Zhonglin, 63, is a full member of the 20th CPC Central Committee. His career includes long service in Shandong Province, where he served as Director of the Provincial Development and Reform Commission, Mayor of Jinan, and Jinan Party Secretary. His transfer to Hubei in February 2020 during the COVID-19 crisis was a pivotal moment, as he replaced the removed Ma Guoqiang as Wuhan Party Secretary. He subsequently rose through the ranks to become Hubei Governor in 2021 and Party Secretary in early 2025. His tenure of roughly five months in the top post is unusually brief, and as a full Central Committee member, he is widely expected to receive another senior assignment.
