MR Demands Hearings for Di Rupo and Joris Over Recordings

The Mouvement Réformateur (MR) has called for former Prime Minister Elio Di Rupo and his close associate Dr. Luc Joris to be heard before the Walloon Parliament, following the emergence of compromising audio recordings that allegedly reveal a network of political influence and corruption in Belgian real estate deals. The demand, made on June 10, 2026, escalates political tensions in Wallonia and comes on the same day a criminal complaint for corruption was filed against Di Rupo.

The Recordings and Allegations

On May 30, 2026, Sudinfo published an investigative report revealing audio recordings of Dr. Luc Joris, a former army doctor and former administrator of SNCB and FN Herstal. The full recordings were later published by L-Post on June 8. In them, Joris allegedly describes how he arranged for Di Rupo to intervene in a 2018 business deal, forcing the sale of Ogeo Fund’s 50% stake in Land Invest Group to the Cavens family’s Triple Living — bypassing exclusive negotiations with Dominique Janne’s NOVO Holding.

“I made sure Cavens could buy the 50% of Ogeo,” Joris says in the recordings, as translated from French. “My intervention made it so that, from above, Elio called Jean-Claude, Jean-Claude called Ogeo to say they must sell.” The reference is to former PS leader Jean-Claude Marcourt.

Joris also claims he received 350,000 euros from businessman Erik Van der Paal for his intervention, while seeking 2 million euros from the Queen Towers/SNCB project. In a separate allegation, Joris says he intervened as an SNCB administrator to reduce the sale price of a railway company plot from 982 euros/m² to 882 euros/m², allegedly enabling the buyer to save approximately 3 million euros.

Criminal Complaint and Political Fallout

On June 10, NOVO Holding filed a criminal complaint against Elio Di Rupo for corruption, influence peddling, and illegal taking of interest, as RTL Info and DHnet reported. The company alleges that the forced sale “would have had as its main purpose to allow Luc Joris to recover 2,000,000 euros from a corrupt maneuver he would have carried out at the SNCB from his position as administrator, which was attributed to him by Mr. Di Rupo.”

Di Rupo has stated he is “stunned and outraged” by the content of the recordings and has filed his own complaint for attempted blackmail. He maintains his innocence, and no charges have been filed against him at this stage.

MR’s Parliamentary Demand

MR President Georges-Louis Bouchez announced the party’s demand for parliamentary hearings, warning that the MR would call for a commission of inquiry if the hearings reveal “proven shortcomings or persistent gray areas,” as RTBF reported. MR deputy Guillaume Soupart had already questioned Walloon Minister François Desquesnes on the matter during a parliamentary session on June 3.

Coalition Partners Temper Expectations

Les Engagés, the MR’s coalition partner in the Walloon government, took a more cautious approach. In a statement reported by 7sur7, the party said it is “attached to transparency and good governance” and that “justice must be able to do its work in complete independence.” However, they stopped short of supporting the MR’s demand for hearings, noting that “Parliament will examine, when the time comes, any initiatives that could be taken.”

Federal Mobility Minister Jean-Luc Crucke (Les Engagés) has requested a detailed report from SNCB CEO Sophie Dutordoir regarding the Queen Towers land deal.

Broader Implications

The scandal strikes at the heart of the PS establishment, echoing previous Walloon political-financial scandals such as Publifin and Nethys. With the current Walloon government being a coalition of MR and Les Engagés, the affair creates potential friction within the majority while positioning the MR as a transparency watchdog ahead of future elections.

NOVO’s criminal complaint could lead to a formal judicial investigation, and the 2.9 million euro arbitration payment previously awarded to the company may be revisited. The SNCB report requested by Minister Crucke is expected to shed further light on the Queen Towers transaction.
