Xi Jinping’s Diplomatic Works Published in Two Volumes

The first and second volumes of “Xi Jinping’s Diplomatic Works” have been published and are now available for distribution both in China and overseas, according to an announcement by Xinhua News Agency on June 11, 2026. The two volumes compile 134 of Xi Jinping’s most important works on foreign affairs, spanning from January 2013 to November 2025.

A Comprehensive Collection

Compiled by the Institute of Party History and Literature of the CPC Central Committee and published by the Central Party Literature Press, the collection covers a pivotal period in China’s diplomatic engagement with the world. Volume 1 contains 63 works from January 2013 to June 2018, while Volume 2 includes 71 works from June 2018 to November 2025. The works take the form of reports, speeches, addresses, remarks, and other official communications.

As CGTN reported, the publication “is of great significance for resolutely safeguarding China’s sovereignty, security and development interests, shaping a new framework for China’s relations with the world, elevating the country’s international influence, appeal and power to shape to a new level, and breaking new ground in major-country diplomacy with Chinese characteristics.”

Xi Jinping Thought on Diplomacy

The collection serves as the authoritative reference for Xi Jinping Thought on Diplomacy, which was formally established during the Central Conference on Work Relating to Foreign Affairs in June 2018. According to the Xinhua announcement, Xi Jinping Thought on Diplomacy is “an important component of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era” and represents “a major theoretical achievement combining the basic principles of Marxism with the concrete reality of major-country diplomacy with Chinese characteristics and with China’s excellent traditional culture.”

The volumes include foundational texts on key diplomatic concepts that have defined China’s foreign policy under Xi’s leadership, including the Community with a Shared Future for Mankind, the Belt and Road Initiative, the Global Development Initiative (2021), the Global Security Initiative (2022), the Global Civilization Initiative (2023), and the Global Governance Initiative (2025).

Context and Significance

This publication is part of a broader pattern of systematizing and canonizing Xi Jinping’s political and ideological contributions. It follows the 2022 release of “Xi Jinping’s Diplomatic Speeches” Volumes 1 and 2, which contained 136 speeches from March 2013 to November 2021. However, the new “Diplomatic Works” collection is broader in scope, including not only speeches but also reports, internal meeting remarks, and other formats, providing a more comprehensive view of China’s foreign policy decision-making process.

China.org.cn noted that the two volumes compile “134 pieces of the most important and fundamental works by Xi on diplomacy from January 2013 to November 2025, which come in forms such as speeches and reports.”

Recent related publications include the English edition of the fifth volume of “Xi Jinping: The Governance of China,” launched in Jakarta in April 2026, and selected works of Xi Jinping on rule of law published in English in May 2026.

Political Framework

The Xinhua announcement frames the publication as a tool for deepening the study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, strengthening political consciousness and loyalty to the Party Central Committee, and creating a favorable international environment for Chinese-style modernization and national rejuvenation.

What to Watch For

As of the announcement date, coverage has been limited to Chinese state-affiliated media outlets, with no independent international media analysis yet available. Key questions moving forward include whether the volumes will be translated into other languages for international distribution, how the content differs substantively from the 2022 “Diplomatic Speeches” collection, and what reactions may emerge from foreign governments, think tanks, and academic circles. The publication’s influence on China’s ongoing diplomatic engagements, particularly with the United States, Europe, and the Global South, will be closely watched by international observers.
