Henan Foot Massage Parlor Fire: 14 Officials, 5 Business Staff Held Accountable

An investigation report released on June 18 has revealed the causes and accountability for a deadly fire at the Luanfeng Foot Massage Parlor in Lingbao City, Henan Province, that killed six people on May 2, 2026. The Henan Provincial Department of Emergency Management classified the incident as a major liability accident, citing failures ranging from an unattended prayer candle to an unstaffed fire control room and dereliction of duty by local authorities.

The Incident

The fire broke out on the morning of May 2 at the Luanfeng Foot Massage Parlor, located in the Jindu Shoufu area of Lingbao City, Sanmenxia, Henan Province. Firefighters arrived within minutes of receiving the alarm and extinguished the blaze rapidly. Six trapped individuals were rescued but later died from their injuries; five others escaped unharmed. The fire caused direct economic losses of 8.137 million RMB (approximately $1.12 million USD), according to Xinhua News Agency.

Direct Cause: A Burning Candle

The investigation determined that the fire originated from a burning candle on a prayer altar in the first-floor lobby. The candle ignited adjacent plastic components, which then spread to the altar and flammable decorative materials on the walls and ceiling, causing the fire to spread rapidly throughout the establishment.

Systemic Failures

The report identified the incident as a liability accident caused by multiple layers of failure. The business operator, Guo Monan, had established the parlor in December 2025 — less than six months before the fire — and failed to fulfill primary safety responsibilities. The parlor was operating in violation of regulations, required safety patrols were not conducted, and the fire control room was completely unmanned at the time of the fire. Fire control system alarms went unaddressed, leading to delayed detection and response.

As CCTV reported, the National Fire and Rescue Administration had previously emphasized that fire control rooms must maintain 24-hour uninterrupted staffing with qualified personnel, and that automatic alarm systems must not be set to manual mode.

Accountability: 19 Individuals Face Consequences

The investigation led to accountability measures against 19 individuals across both the private and public sectors:

• Five individuals from Luanfeng Foot Massage Parlor and Jinxiangsheng Property Management Company are suspected of criminal offenses and have been subjected to compulsory measures by judicial authorities. Administrative penalties will also be imposed on the businesses.
• Fourteen public officials from the local Party committee, government, and relevant departments were seriously held accountable by disciplinary inspection and supervision authorities for dereliction of duty.

Government Response

The Henan provincial government elevated the investigation, signaling the seriousness with which the incident was treated. Within a day of the fire, Sanmenxia City Party Secretary Xu Xiangfeng convened a city-wide fire safety inspection deployment meeting, calling for a thorough campaign to identify and rectify safety hazards. Lingbao City held its own deployment meeting the same day, as reported by Lianhe Zaobao.

Broader Context: Recurring Safety Concerns

Fire safety in small commercial venues — known in China as the “nine small venues” (九小场所), which include bathhouses, massage parlors, and restaurants — has been a persistent concern. These establishments often feature flammable interior decorations and may lack adequate fire safety equipment. Fire control room staffing violations remain a recurring issue in Chinese fire safety enforcement.

This incident echoes previous fatal fires, including the 2017 Zhejiang Xinji foot bath fire that prompted nationwide safety inspections. The National Fire and Rescue Administration has warned that fire control room violations can result in fines, administrative detention, and even criminal liability.
