Xiong’an New Area, China’s flagship “city of the future,” officially launched full-area government service integration on July 9, 2026, enabling residents and businesses to access administrative services seamlessly across the entire region. The landmark reform, reported by CCTV News, marks a significant milestone in the development of the futuristic city designed to relieve Beijing of non-capital functions.

Context

Located approximately 100 kilometers southwest of Beijing in Hebei Province, Xiong’an New Area was established by central government decree on April 1, 2017, as a “major national strategy of historic significance” and a “millennium plan.” Its primary purpose is to serve as a concentrated hub for non-capital functions being relocated from Beijing, forming part of the broader Jing-Jin-Ji (Beijing-Tianjin-Hebei) coordinated development strategy.

As of March 2026, Xiong’an’s developed area spans roughly 215 square kilometers with over 5,300 buildings, housing 1.41 million residents and 669 high-tech enterprises, according to Xinhua News Agency. The city was planned from inception as a “three-dimensional city” with interconnected underground, above-ground, and cloud layers, supported by the Xiong’an Urban Computing Center — known as the “Eye of Xiong’an” — which has aggregated over 38 billion data entries.

The new “full-area processing” (全域通办) reform addresses a fundamental challenge in China’s administrative system: the fragmentation of government services across different administrative levels and geographic jurisdictions. According to the Beijing Municipal Government Portal, the initiative operates through four processing methods:

  • City-county equal authority (市县同权): Enables standardized processing across administrative levels
  • Remote agency (异地代收): Allows cross-regional document acceptance at any service hall
  • Multi-location joint processing (多地联办): Coordinates services across multiple locations
  • Beijing-Xiong’an same-city processing (京雄同城): Enables Beijing services to be processed in Xiong’an

The scope of the reform is substantial. A total of 24 high-frequency municipal-level items can now be processed and completed on-site at any service point. Some 1,447 municipal-level and 1,440 county-level government service items are available for cross-regional processing. Critically, 625 Beijing municipal-level items can now be accepted and processed at Xiong’an service halls, significantly reducing the administrative burden for relocated enterprises and workers.

A digital platform called “Cloud Assistance” (云帮办) provides real-time online guidance, allowing residents to connect with window staff for personalized support. The initiative aims to create a “15-minute government service circle,” ensuring that administrative services are never more than a quarter-hour’s travel from any resident.

Analysis

This reform is not merely an administrative convenience — it is a critical enabler for Xiong’an’s core mission of attracting relocated enterprises and talent from Beijing. The ability to handle Beijing administrative matters locally in Xiong’an removes one of the key frictions in the relocation process. As the head of the Xiong’an New Area Business Environment Bureau stated, the goal is to make “zero-obstacle approval and no need to seek favors” a defining characteristic of Xiong’an’s high-quality development.

The launch follows a series of significant milestones for the new area. On July 6, Xiong’an joined the Global Digital Economy Cities Alliance as China’s fifth member city, as reported by Ecns.cn, debuting six major digital intelligence platforms. The city’s broader smart city infrastructure, detailed by China Daily, includes over one million connected sensing devices and more than 500 kilometers of digital roads.

The Xiong’an New Area Business Environment Bureau has indicated plans to extend “full-area processing” services to additional locations, including the Xiong’an High-tech Zone and Xiong’an Zhongguancun, with a focus on providing precise, personalized, and professional value-added services. As Xiong’an continues to evolve from blueprint to vibrant city, this administrative integration represents a concrete step toward realizing its vision as a global model for smart, efficient urban governance.
