China Reports 16.1% Drop in Criminal Cases in Early 2026

China’s Ministry of Public Security (MPS) has reported a significant year-on-year decline in criminal and public security cases during the first five months of 2026, according to data released on July 11. The figures, reported by Xinhua News Agency, show criminal cases filed by public security organs nationwide fell by 16.1% compared to the same period last year, while public security cases decreased by 10.6%.

The data, published by MPS on July 11 and carried by People’s Daily, covers the period from January to May 2026. The report attributes the improvements to enhanced police technology, innovative working methods, targeted crackdowns on telecom fraud, and the continued development of community-based policing models.

Technology-Driven Policing Transformation

A central theme of the MPS report is the shift from traditional manpower-dependent policing to a technology-integrated approach. The report highlights several examples of this transformation across Chinese cities.

In Nanjing’s Confucius Temple scenic area, a popular tourist destination, local police have deployed AI-powered service desks that respond to visitor inquiries in real time. Command center screens monitor crowd density and foot traffic, enabling proactive deployment of officers. As China News Service reported, the MPS noted that “the efficiently operating police mechanism has effectively enhanced risk prevention capabilities, transforming public security management from relying on ‘manpower’ to an organic integration of police force and technology.”

In Lu’an, Anhui Province, police have established a “New Quality Combat Power Center” that developed smart traffic management models for detecting distracted driving. Pingxiang, Jiangxi Province, has implemented a “Police-Network Integration” model that recruits citizens as “Peace Volunteers” to strengthen community security.

Telecom Fraud Crackdown Shows Results

Telecom fraud, a persistent concern for Chinese authorities, has seen notable declines. According to the MPS data, telecom fraud cases have fallen for eight consecutive months since October 2025. In a significant international operation, China, the United States, and the United Arab Emirates jointly dismantled nine telecom fraud dens in the Dubai area, arresting 276 suspects.

Chinese police have established a full-chain countermeasure system in coordination with telecommunications and financial regulators, routinely intercepting overseas calls and fraudulent software while monitoring abnormal fund flows to prevent losses.

Community Policing and the “Fengqiao Experience”

The report emphasizes the role of the “Fengqiao Experience,” a community-based policing model originating from Fengqiao Town, Zhejiang Province in the 1960s. In its modern form, the approach emphasizes grassroots mediation, community participation, and technology integration.

Local initiatives highlighted include Jilin’s “Police Flower Seedling Protection” program for youth safety, Shanghai’s “Three-Agency Linkage” mechanism for dispute resolution, and Qingdao’s “Three Ones” policing standard, which encourages officers to “stay one more minute, say one more word, and think of one more way to help.”

Economic Security and Business Protection

The MPS report also linked public security to economic development. In May 2026, Nanjing police cracked a seed technology trade secret leak case, arresting 15 suspects with an involved value exceeding 30 million yuan (approximately $4.1 million USD). Through the Intellectual Property Criminal Protection Center, Nanjing police reduced case processing time by 40%.

Nationwide, police departments have rolled out business protection initiatives, including Beijing’s “Economic Guardian” program, Shanghai’s “Blue Whale” enterprise service stations, Zhejiang’s “11087” service brand, and Baotou’s deployment of over 520 “Project Police Chiefs” serving major infrastructure projects.

Historical Context and Outlook

The 2026 figures represent a significantly larger decline compared to previous years. In 2020, criminal cases fell 1.8% year-on-year, and in 2024, MPS reported that criminal case filings had declined for 14 consecutive months as of August of that year. The 16.1% drop in the first five months of 2026 suggests an acceleration in the downward trend.

As reported by CCTV, the MPS data reinforces the government’s narrative of improving public safety through technological innovation and community engagement. Investment in police technology, including AI, surveillance systems, and data analytics, is expected to continue expanding as authorities seek to further reduce crime rates.

The joint anti-fraud operation with the United States and UAE also signals potential for broader international law enforcement cooperation, even as other geopolitical tensions persist between Washington and Beijing.

What to Watch

While the reported statistics indicate a positive trend for public safety in China, observers note that official crime data may not capture all incidents, and independent verification from non-governmental sources remains limited. The breakdown of crime types within the 16.1% decline and the specific impact of AI investments on police effectiveness are areas that will merit continued attention as more detailed data becomes available.
