Colorado River Reservoirs Plummet to Unprecedented Low

The two largest reservoirs in the United States have reached their lowest combined water levels in nearly seven decades, pushing the Colorado River system into what experts describe as uncharted territory. On July 12, 2026, Lake Powell and Lake Mead held a combined 12,675,509 acre-feet of water — a level not seen since May 23, 1957, before Lake Powell was even built, according to KJZZ.

A System in Crisis

The record low, documented by a group of prominent Colorado River experts in a newly published research paper, signals an escalating crisis for the nearly 40 million people across seven Western states who depend on the river for drinking water, irrigation, and hydropower. As of mid-July, Lake Mead stood at just 27% of capacity, while Lake Powell was 24% full.

Jack Schmidt, director of the Center for Colorado River Studies at Utah State University and a co-author of the paper, described the milestone as deeply troubling. “It’s a real reminder of what a remarkably small amount of water we have left in the system,” Schmidt told KJZZ. “We’ve never been in this position. We are truly in uncharted territory.”

Since March 2026, combined storage in the two reservoirs has been depleted at approximately 16,000 acre-feet per day, according to the research paper, as Big Pivots reported. Even during May, when snowmelt runoff typically provides some relief, the depletion rate only slowed to 11,000 acre-feet per day.

Hydropower at Risk

The declining water levels pose an immediate threat to electricity generation. Lake Powell now stands at just 37 feet above the minimum power pool elevation of 3,490 feet — the level at which turbines at Glen Canyon Dam begin to fail. Nearly 6 million households and businesses rely on power from the dam, as KJZZ reported. Bureau of Reclamation projections show Lake Powell could dip below this critical threshold as early as February 2027 under dry conditions.

At Hoover Dam, the situation is equally dire. Lake Mead water levels are projected to fall so low by November 2026 that power generation could be cut by 70%, as 12 of the dam’s 17 turbines are not designed to operate below 1,035 feet.

Eric Balken, executive director of the Glen Canyon Institute, warned that emergency measures to prop up one reservoir are coming at the expense of others. “We’re effectively sacrificing Lake Mead and Flaming Gorge to prop up Lake Powell Reservoir,” Balken said.

Political Impasse

Negotiations among the seven Colorado River basin states — Arizona, California, Colorado, Nevada, New Mexico, Utah, and Wyoming — have failed to produce an agreement on post-2026 operating rules, as KJZZ reported. The states have been unable to decide which water users should be forced to reduce consumption, and the federal government is now expected to impose its own rules, a move that could trigger lawsuits.

Schmidt offered a stark metaphor for the situation: “It’s metaphorically like a bus careening towards the edge of a cliff, and everybody is arguing and battling about who’s going to get control of the steering wheel, and nobody is hitting the brakes. Meanwhile, we just careen.”

Brad Udall, a water and climate research scientist at Colorado State University, called for a more fundamental approach. “There are too many straws in the glass,” Udall told The Guardian. “Rather than having an annual fight over who gets what, let’s remove some straws. One way to do that is the American way — let’s buy ‘em out.”

Emergency Measures

The Bureau of Reclamation has already ordered emergency releases from Flaming Gorge Reservoir — up to 1 million acre-feet — to prop up Lake Powell, and has reduced releases from Powell to maintain levels above critical elevations. But experts warn these are temporary fixes.

Sarah Porter, director of the Kyl Center for Water Policy at Arizona State University, emphasized that the region still has agency over its fate. “We have control over how bad it gets,” Porter said. “But the only thing we can do to keep it from getting bad is to take less water out.”

What Comes Next

With the current operating guidelines expiring at the end of 2026, a new plan must be in place by October 1. The Colorado River has already seen its flow reduced by an estimated 20% compared to 20th-century averages due to climate change, and scientists warn the region is experiencing permanent aridification rather than a temporary drought.

Anne Castle, a senior fellow at the University of Colorado Law School and another co-author of the paper, summed up the challenge ahead. “We’re going to get to 3,500 of elevation at Powell this year, and we’re going to stay there for a while, unless we get snowmaggedon,” Castle said.

Every day going forward until next spring’s snowmelt, the reservoirs are likely to set new record lows — a sobering reality for a region that must now confront the limits of its most vital resource.
