The artificial intelligence boom is reshaping the American landscape in ways most people never see. Behind the headlines about ChatGPT, Gemini, and Claude lies a sprawling physical infrastructure of data centers — and the companies building them are not the tech giants you know. They are a wave of little-known, private developers racing to construct the power-hungry facilities that make AI possible, even as a growing backlash threatens to slow them down.

The Unseen Engine of the AI Economy

As NBC News reported, the AI boom “is creating a wave of new business for a previously overlooked corner of the tech world: data center developers.” These firms — including DC Blox, Aligned Data Centers, Stack Infrastructure, CloudHQ, and Compass Datacenters — are private companies that have largely operated outside the public spotlight, yet they are now at the center of a multibillion-dollar construction surge.

The scale of the buildout is staggering. By the end of 2025, more than 1,400 AI data centers had already been built or approved for construction in the United States. Meta CEO Mark Zuckerberg has announced plans to build tens of gigawatts of AI infrastructure this decade, with costs estimated at $50 billion per gigawatt. McKinsey has described a $7 trillion global race for AI data center infrastructure.

What makes this moment unusual is who is doing the building. Traditionally, data centers were constructed by large public real estate investment trusts like Equinix and Digital Realty. But the top 20 data center development contracts signed in 2025 were won by companies other than these traditional REITs, according to Bank of America analyst Michael Funk. Private developers are winning because they can take on more risk, move faster, and offer more flexible terms — often backed by private equity, pension funds, and sovereign wealth funds seeking exposure to the AI theme.

The Backlash That Caught Developers Off Guard

But the rapid expansion has ignited a firestorm of community opposition that few developers anticipated. Concerns about electricity consumption, water usage, environmental impact, and lack of transparency have turned data centers into political lightning rods across the country.

A Heatmap Pro poll conducted in May 2026 found that seven in 10 Americans now oppose data centers near their homes — a seismic shift from September 2025, when the public was evenly split. The survey of 4,118 registered voters found that 55% of Americans “strongly” oppose a data center project built near where they live, with only 21% expressing support. The public has swung 49 points against data centers in just nine months.

On July 18, 2026, nationwide protests organized by the group Humans First took place in 125 locations across the United States. Amy Kremer, the group’s founder, told protesters: “The data center boom has been sold as inevitable. It is not. Communities have every right to ask what they are giving up and what they are getting in return.”

The Utah Showdown: A Case Study in Trust Erosion

Perhaps nowhere has the conflict been more dramatic than in Utah, where “Shark Tank” investor Kevin O’Leary’s Stratos data center project became a flashpoint. The project was initially designed to be nearly three times the size of Manhattan, stretching across multiple Utah sites. But intense local backlash over water usage — the project sought to transfer 1,900 acre-feet of water from a ranch, threatening the Great Salt Lake — forced a dramatic downsizing.

As Ars Technica reported, O’Leary admitted: “We really screwed it up. We pissed off a lot of people, and that’s not the way I do business.” The project was cut by 50%, with O’Leary reducing the planned development from 40,000 acres to about 20,000 acres after Utah Senate President Stuart Adams, a Republican, demanded a 75% reduction.

But for many residents, the damage was done. Brenna Williams, a community activist with the Box Elder Accountability Referendum, dismissed the scaled-back plan as “excellent performance art,” telling reporters: “I don’t see any changes, and the truth is, Box Elder County is just too vulnerable for a hyper-scale data center of this size. No matter what he does given the situation, there will be a big impact.”

The controversy took an even uglier turn when O’Leary accused critics of being funded by China — claims that prompted a defamation lawsuit from the Alliance for a Better Utah and two of its members. Elizabeth Hutchings, the group’s communications manager, responded: “The only foreign interest in this data center is Kevin from Canada.”

A Political Realignment in the Making

The data center debate is cutting across traditional partisan lines in unusual ways. President Donald Trump has advocated for rapid data center development and backed the $500 billion Stargate Project to accelerate federal permitting. Yet Republican voters in Utah and elsewhere are leading opposition efforts against projects supported by their own party’s leadership.

Illinois Governor J.B. Pritzker, a Democrat widely viewed as a potential 2028 presidential candidate, announced plans to temporarily halt tax breaks for data centers until a legal framework can be established. At the federal level, Representative Alexandria Ocasio-Cortez and Senator Bernie Sanders have called for a nationwide moratorium on data center construction.

At least 20 data center projects were canceled after facing significant public backlash in the first quarter of 2026 alone — more than double the previous quarter, wiping out more than $41 billion in planned investment and at least 3.5 gigawatts of electricity demand.

What Comes Next

The fundamental tension between AI advancement and environmental and resource constraints is unlikely to resolve quickly. The United States faces a choice between accelerating AI infrastructure for economic competitiveness — particularly against China — and protecting local communities and environments.

For the little-known companies at the heart of this boom, the path forward is uncertain. Developers like DC Blox, Compass Datacenters, and Aligned Data Centers are now being forced to engage with communities in ways they never had to before. Some are adopting “community-first” approaches and promising greater transparency. But as the Utah case demonstrates, once trust is lost, it is extraordinarily difficult to rebuild.

The Salt Lake Tribune editorial board captured the sentiment best, warning that “even if the data center isn’t as dreadful as feared — or if it never is actually built — the stench attached to the rushed and secret political process will take a very long time to dissipate, if it ever does.”

As the AI industry continues its relentless expansion, the question is no longer just about what AI can do — but about who bears the cost of building the infrastructure that powers it, and whether communities will continue to accept being treated as collateral damage.
