How Lessons from a Deadly Flood Saved Lives in Texas This Year

When floodwaters surged through the Texas Hill Country for the second consecutive July, residents and emergency officials in Kerr County were ready in ways they simply were not a year ago. Last year’s catastrophic July 4 flood — which killed 119 people in Kerr County alone and more than 130 statewide — served as a brutal dress rehearsal. This year, with new warning sirens, better alert systems, and the fresh trauma of tragedy still driving action, the outcome was dramatically different: two confirmed deaths instead of scores.

“Thank God that’s all we lost — no human life this time,” said Lorena Guillen, co-owner of Blue Oak RV Park near Ingram, who lost four guests in the 2025 flood. Her words captured the sentiment of a community that had braced for the worst and, this time, was better prepared, according to the San Antonio Express-News.

Two Storms, Two Very Different Outcomes

The 2026 flood event, which struck from July 14 to 17, dumped 10 to 15 inches of rain across Kerr, Kendall and Gillespie counties, with up to 25 inches in some locations. While the rainfall totals were extreme — comparable in volume to the 2025 disaster — the way the storms unfolded could not have been more different.

Last year’s flood was a concentrated nightmare: 7 to 12 inches of rain fell in just three hours overnight, catching residents asleep and officials off guard. The Guadalupe River rose 29 feet in three hours at Hunt, sweeping away summer campers, RV park guests, and families in vacation homes. The top emergency officials — the county judge and emergency management coordinator — were asleep when the disaster struck.

This year, the rain arrived in multiple rounds over several days, giving forecasters, emergency managers, and residents critical lead time. “This one took a few days. Last year, it took 45 minutes,” Guillen told the Express-News. “That is the big difference.”

New Warning Infrastructure Made the Difference

In the wake of the 2025 tragedy, Texas lawmakers allocated $281 million from the state’s rainy day fund for disaster relief, including $50 million specifically for local governments to purchase flood warning sirens. The Upper Guadalupe River Authority installed six 50-foot-tall sirens in Kerr County, three of which were activated during this year’s flood. A private company, River Sentry, installed 105 warning towers along the Guadalupe River that use ground-level sensors to detect rising water and trigger sound-and-light alarms.

Kerr County sent out 59 emergency alerts beginning at 1:36 a.m. on Thursday, July 16, according to County Commissioner Tom Jones. Residents reported receiving far more frequent and detailed warnings than in 2025. Center Point property owner Kami Wilson said the weather alerts in 2026 were “a lot better,” sounding every two hours or so.

Kerrville Mayor Joe Herring credited a new river authority dashboard — which became active in June 2026 and integrates rainfall, river levels, stream flow, and weather data — with helping coordinate the response. “That saved lives yesterday, without a doubt,” Herring said, as reported by the Texas Tribune.

A Community That Refused to Be Caught Off Guard Again

Perhaps the most critical factor was human preparedness. Emergency personnel were pre-positioned and ready. Volunteer firefighter Razor Dobbs of Center Point said increased state funding had transformed his department’s capabilities. “We’ve had more funding, so we’ve had the proper tools. That’s really helped,” Dobbs said. “Now, we can act on a dime.”

Kerr County Sheriff Larry Leitha put it simply: “This year, we were ready to go. We just waited for it to hit, and we went into work.”

Residents, too, took warnings seriously in ways they might not have before. “It’s so fresh in everybody’s memory, about the flood and about being so surprised that it got that big,” said Kay Steadham, a Center Point resident, as quoted by the Texas Tribune. The psychological weight of the previous year’s trauma drove a more urgent response.

State Rep. Wes Virdell (R-Brady) noted that key personnel were in the right places this time. “We weren’t caught off-guard by something nobody expected,” he told the Express-News.

Legislative Reforms and Climate Context

Texas lawmakers also enacted sweeping safety reforms for summer youth camps following the 2025 disaster. New laws bar camps with cabins in 100-year floodplains from obtaining or renewing state operating licenses, require evacuation plans and employee training on emergency protocols, and mandate emergency warning systems that can operate without internet. Camp Mystic, where 27 girls and an adult died in 2025, did not reopen this summer.

Yet experts caution that the reprieve could be temporary. Climate scientist Daniel Swain of the University of California noted that both the 2025 and 2026 storms were highly extreme events with only a 0.2% chance of occurring in a given year. Climate change is making such heavy downpours more likely because warmer air holds more moisture.

“The main lesson is this sort of thing can happen again, and we won’t know when,” Texas State Climatologist John Nielsen-Gammon told the Texas Tribune.

The Road Ahead

As cleanup begins across the Hill Country, the cost of this year’s inundation remains unknown — last year’s flood caused an estimated $1.1 billion in property damage and $22 billion in total economic losses. Hundreds of people were rescued, at least 125 roadways were affected, and multiple bridges sustained damage, according to Fox Weather.

For residents like Tevian Prohl of Kerr County, the emotional toll is heavy. “We’re not going to stop helping,” he told KSAT. “But it’s one of those things that you just wonder, ‘when’s it gonna stop?’”

The question now facing Texas is whether the investments in warning systems and preparedness will be sustained — and whether communities in Flash Flood Alley can continue to adapt to a climate that is delivering ever more extreme rainfall.

As Nick Fang, director of the University of Texas at Arlington’s water research center, put it: “Early flood warning doesn’t start with the sirens, but starts with the science.”
