China’s Open-Source AI Models Hit 10 Billion Global Downloads
China’s Ministry of Industry and Information Technology (MIIT) announced on July 20 that global downloads of Chinese open-source AI large models have surpassed 10 billion cumulative downloads, a milestone that underscores the country’s rapidly expanding influence in the global artificial intelligence ecosystem. MIIT Chief Engineer Wang Weiming revealed the figure during a State Council Information Office press conference on the first half of 2026 industrial and information technology development, noting that the application penetration rate of AI technology among large-scale manufacturing enterprises has also exceeded 30%.
The Milestone in Context
The announcement came on the final day of the 2026 World Artificial Intelligence Conference (WAIC), held July 17–20 in Shanghai under the theme “Smart Partners, Co-create the Future.” Over 1,500 domestic and international guests from more than 100 countries and regions attended the conference, where open-source AI emerged as a central theme. President Xi Jinping delivered a keynote speech at the opening ceremony, and the conference saw the establishment of the World AI Cooperation Organization with 29 founding member countries.
According to data presented at WAIC 2026, Chinese large models first topped global rankings for open-source derivative model count in August 2024. Since then, growth has been exponential — by 2026, a single Chinese model can generate over 200,000 derivative models, nearly equaling the total of all other major models combined, as reported by CCTV and 21st Century Business Herald.
A Strategic Shift Toward Open Source
China’s open-source AI strategy stands in stark contrast to the predominantly closed-source approach of major US AI companies such as OpenAI and Anthropic. Chinese developers — including Alibaba (Qwen/Tongyi Qianwen), DeepSeek, Moonshot AI (Kimi K3), Baidu (ERNIE), Zhipu AI (GLM), and ByteDance (Doubao) — have heavily embraced open-source model releases, lowering barriers to entry for developers worldwide.
This strategy serves multiple purposes: driving global adoption, building an ecosystem of derivative applications, circumventing potential export controls, and enhancing China’s soft power — particularly among Global South nations seeking affordable access to advanced AI capabilities.
Global Leaders Weigh In
International tech leaders at WAIC 2026 offered striking endorsements of Chinese AI. Brian Chesky, CEO of Airbnb, cited three reasons for choosing Alibaba’s Tongyi Qianwen open-source model: “Very good, fast, cheap.” The model powers Airbnb’s AI customer service system, reducing problem resolution time from nearly three hours to just six seconds, according to Xinhua via DZWWW.
Matt White, Global CTO of AI at the Linux Foundation, told reporters he had visited over 100 Chinese AI companies. “Chinese AI development is so fast — the last time I came to China, I was shocked that so many models were released in such a short time,” he said.
Dilma Rousseff, President of the New Development Bank (BRICS), praised China’s role as “a pragmatic standard-setter, capacity-builder, and security partner” in AI governance.
Implications for Global AI Governance
The 10 billion download milestone arrives at a pivotal moment for international AI governance. The WAIC 2026 Chairman’s Statement emphasized inclusive cooperation, risk prevention, and the establishment of emergency response systems for AI safety. Two new action plans were released: the “AI Cooperation Development Action Plan” and the “International AI Ethics Governance Action Plan.”
Yao Xu, Secretary-General of the Global AI Innovation and Governance Center at Fudan University, framed the open-source movement in developmental terms: “The core essence is to let the vast majority of developing countries and Global South countries use AI and use it well — giving them basic development rights.”
Competitive Dynamics and the Road Ahead
Chinese open-source models are now competing directly with Meta’s Llama series as the leading open-source AI ecosystem. The derivative model data — one Chinese model generating over 200,000 derivatives — suggests a developer community that rivals or exceeds Western open-source AI communities in vibrancy.
The MIIT also revealed plans to issue a computing power standards system construction guide, promote market-based computing power pricing, and continue implementing growth stabilization plans for key industries. Additionally, the quantum computing prototype “Jiuzhang No. 4” set a new world record in photonic quantum information technology, and China’s first invasive brain-computer interface medical device received market approval.
As China positions open-source AI as a global public good, the coming months will reveal whether this strategy can translate technological reach into lasting influence over the standards, norms, and governance frameworks that will shape the future of artificial intelligence worldwide.
