China’s Vocational Internship Overhaul: Forging Talent

In a precision machining workshop in Guiyang, Guizhou province, a young man bends over his workbench, scrutinizing a titanium alloy casting. “The surface roughness isn’t up to standard,” says Luo Yusong, a Grade 2023 CNC technology student at Guizhou Equipment Manufacturing Vocational College. His mentor nods, and Luo returns to his polishing tool — the grinder meeting metal with a fine, steady hum. “A strand of hair is about 80 microns thick,” he explains during a break. “Some of these parts need to be polished to tolerances finer than that.”

Luo’s story, published by Guangming Daily and People’s Daily, is more than a profile of a diligent student. It sits at the heart of a national reckoning: China is asking whether its vocational education internship system actually produces skilled talent — or simply exploits cheap labor.

The High Stakes of Vocational Reform

China’s push to overhaul vocational education comes at a critical moment. As of July 2026, the Ministry of Education has approved 124 vocational undergraduate institutions across 30 provinces, up from just 15 pilot schools in 2019. The “15th Five-Year Plan” targets over 500 such schools in the long term, signaling an ambition to fundamentally reshape higher education and produce a new generation of “great country craftsmen.”

In February 2026, the Ministry of Education issued its first major vocational education teaching reform document since 2015 — the “Opinions on Deepening the Reform of Key Elements in Vocational Education Teaching” — targeting five key areas: majors, curricula, textbooks, teachers, and internship training. The document represents what experts describe as a shift from piecemeal fixes to systemic reform.

When Internships Go Wrong

For all its promise, China’s vocational internship system has been plagued by deep-seated problems. According to Wang Yanan, an associate researcher at Zhejiang Modern Vocational Education Research Center, “Some enterprises emphasize employment over education, placing students in assembly line and other general positions, arranging a large amount of low-skilled, repetitive simple labor, causing internships to transform from teaching practice into cheap labor.”

The dysfunction runs on three sides. Schools, as Wang Yifei, Dean of the Vocational Education Research Institute at Changchun Automotive Vocational and Technical University, explains, “view internships as a way to alleviate teaching pressure and batch-place students.” Enterprises “receive interns mostly to fill short-term labor gaps and reduce labor costs.” And many students “view internships as a process to earn credits.”

Prof. Liu Fengyue of Jiangsu Institute of Technology identifies a deeper structural contradiction: “Teaching supply and enterprise demand have a structural mismatch. Some majors and curriculum settings lag behind industrial reality. The phenomenon of ‘not learning deeply, not learning in line with enterprise needs’ still exists.”

A Sina Finance analysis of the February 2026 policy document noted that the Ministry of Education acknowledged these problems openly — a sign that Beijing is willing to confront systemic issues head-on.

The Progressive Internship Model

The solution emerging from reform-minded institutions is a “progressive internship system” — a structured, four-stage pathway: cognitive internships (认识实习), shadowing internships (跟岗实习), rotational internships (轮岗实习), and position internships (岗位实习). Each stage builds on the last, moving students from observation to supervised practice to independent work.

Zhejiang Institute of Economics and Trade has become a showcase for this approach. President Guo Fuchun reports that the model has “shortened the job adaptation period for 80% of students to within one week, and enterprise satisfaction with students’ practical ability remains above 95%, basically achieving ‘internship equals actual combat, graduation equals employment.’” The school plans to upgrade its digital monitoring platform to identify skill gaps, intelligently recommend positions, and dynamically track student growth curves.

Experts also advocate for “organized internships” — centralized, managed programs with clear dual-mentor responsibilities. As Prof. Liu Fengyue argues, “On-campus mentors focus on theoretical衔接, learning tracking, and teaching supervision, while enterprise mentors focus on practical instruction, skills guidance, and position enablement.” Digital management systems would enable real-time monitoring, problem alerts, and闭环 rectification.

Government as Enforcer and Enabler

The reform vision extends beyond individual schools. Wang Yanan proposes a multi-pronged government approach: tax incentives and subsidies for compliant enterprises, a blacklist for violators, third-party supervision platforms, and standardized internship agreements and assessment records.

A Guangming Daily commentary published just days before the main story called for vocational undergraduate institutions to serve as the “bellwether” of reform, warning against mimicking普通本科 (regular undergraduate) models. The commentary, authored by Li Changfeng, President of Lanzhou Petrochemical Vocational and Technical University, emphasized that vocational本科 must maintain its distinct identity — precision-defined岗位 standards, real production environments, and direct industrial value creation.

What’s at Stake

China’s vocational education transformation is not merely an administrative exercise. With the country’s economy shifting toward advanced manufacturing, new energy vehicles, aerospace, and next-generation IT, the demand for skilled technicians is acute. The “High-Skilled Talent Cluster Training Plan,” launched in April 2025, already involves over 150 leading enterprises, 67 high-level schools, and 15 national industry organizations across six strategic fields.

For students like Luo Yusong, the reforms are already tangible. After competing in national skills competitions and visiting aerospace parts enterprises, he realized that “ultra-precision polishing of high-end castings is a key工序 restricting the精度 improvement of domestic equipment, and the frontline high-skilled talent gap is significant.” Now, through his school’s校企合作 (school-enterprise cooperation) program, he is turning classroom theory into hands-on mastery.

“Now, the theories from class have become skills in my hands,” Luo says. “I just want to learn well from my mentors and refine my craft.”

The question is whether China can scale these success stories — from Guizhou and Zhejiang to classrooms and factories across 30 provinces — before the skills gap widens further.
