Arkansas Officer Dies Saving Fiancée Hours After Proposing

A Rogers, Arkansas, police officer drowned in Missouri’s Elk River on Saturday while rescuing his fiancée — just hours after proposing to her that same morning. Fred Marsh, 24, a first-year officer with the Rogers Police Department, was pronounced dead on Sunday, July 19, after an exhaustive search and recovery operation.

The Incident

Marsh and his fiancée, Hailey, had been together for three years when he proposed to her on the morning of Saturday, July 18. Later that afternoon, the couple and another pair went canoeing on the Elk River near Noel, Missouri. Around 5:40 p.m. CDT, Hailey entered the water and began struggling against the current while trying to return to the boat, according to Fox News.

Marsh and a fellow Rogers police officer who was with them immediately jumped into the water to help. They succeeded in moving Hailey to safety, but Marsh became distressed and exhausted, went underwater, and did not resurface. The Missouri State Highway Patrol and a dive team launched search and recovery operations that evening.

His body was recovered the following morning, and McDonald County Coroner Jonathan Fletcher pronounced him dead at 10:08 a.m. CDT on Sunday. The cause of death was drowning.

A Life of Service

Marsh had only recently begun his law enforcement career. He graduated from the Arkansas Law Enforcement Training Academy on April 9, 2026, and was in his first year of service with the Rogers Police Department. Despite his short tenure, he had already made a lasting impression on his colleagues.

“This is a heartbreaking loss for our department,” Rogers Police Chief Jonathan Best said in a statement, as reported by the Arkansas Democrat-Gazette. “Officer Marsh had a bright future ahead of him and had already made a positive impact on those who had the privilege of serving alongside him. His willingness to serve others and the enthusiasm he brought to this profession will not be forgotten.”

A graduate of Rison High School in Arkansas, Marsh participated in the EAST program (Education Accelerated by Service and Technology), which uses technology to solve real-world community problems.

A Mother’s Tribute

Sheryl Padgett, Hailey’s mother, provided an emotional account of the tragedy to KHBS. She revealed that she had lost her only son in a fatal accident four years earlier and had come to consider Marsh her own.

“They had been together for three beautiful years, and they had a very beautiful, loving relationship,” Padgett said. “Even though legally he was not my son-in-law, he will forever be my son.”

Padgett described Marsh as loving, hardworking, and guided by his Christian faith. “There’s nothing he wouldn’t do for anyone,” she said. “You didn’t have to tell him. You didn’t have to beg him. He just was willing and would jump in there and do whatever it took to help someone.”

She added: “He saw the love of his life in distress, and he was going to help his friend and do what a good human would do. He gave his life helping someone else.”

Community Outpouring

The tragedy has sparked a significant response from the community and law enforcement agencies across the region. On Monday, July 20, a motorcade escorted Marsh’s body through Northwest Arkansas as community members lined the route to pay their respects. The Rogers Police Department’s Facebook post announcing his death received nearly 500 reactions, 50 comments, and 100 shares within an hour of being posted.

A GoFundMe fundraiser created by Hailey’s sister to cover lease payments, bills, and other expenses had raised nearly $2,000 as of Thursday morning. “Fred was an upstanding young man — Son, Fiancée, Officer, Brother, Friend, and more to all,” the fundraiser reads. “We are devastated and will miss him dearly.”

A Lasting Legacy

Padgett’s final words captured the essence of the man Marsh was: “Let’s do something in Fred’s honor. Be kind to your fellow man. When Fred loved, he loved with everything he had, and he loved well.”

Funeral arrangements are being handled by Marsh’s family, with officers, former classmates, and childhood friends from across the state expected to attend. The Rogers Police Department has stated that no additional information will be released at this time out of respect for the family’s privacy.
