Combined wind and solar capacity is expected to exceed 2.8 billion kilowatts, generating over 4 trillion kilowatt-hours annually.

Sports Powerhouse: Aiming for 7 Trillion Yuan Industry

The sports plan, described by Xinhua as the first national-level special plan themed “Sports Powerhouse,” was issued by the General Administration of Sport following State Council approval. Its headline target is a sports industry total value exceeding 7 trillion yuan (approximately $1.03 trillion USD) by 2030, nearly doubling from the 3.84 trillion yuan recorded in 2024.

Other key 2030 targets include increasing per capita sports venue area to about 4 square meters (up from 3.11 square meters at end-2025), raising the proportion of regular exercisers to approximately 40% of the population, and achieving a national physical fitness excellence rate of 31.1%. The plan identifies 38 key tasks across national fitness, elite sport, youth sport, sports industry development, sports culture, and anti-doping efforts, supported by eight complementary initiatives including venue construction, talent development, and sports technology innovation.

Traditional Chinese Medicine: Universal Access by 2030

The TCM revitalization plan, jointly issued by the National Administration of TCM and the NDRC with State Council approval, sets a goal of universal access to TCM services covering the entire population and full lifecycle by 2030. According to Xinhua, the plan envisions new breakthroughs in major disease prevention and treatment, grassroots service upgrades, enhanced basic research, stronger industry innovation, and improved international influence.

The plan outlines 10 key tasks, including promoting high-quality integrated development of Chinese and Western medicine, building high-quality TCM talent teams, advancing TCM digital intelligence empowerment and standardization, and expanding TCM’s open development internationally. This reflects Beijing’s strategic view of TCM as both a cultural heritage asset and a cost-effective healthcare alternative.

Judicial Reform: Targeting Business Environment Improvements

The Supreme People’s Procuratorate released its own 15th Five-Year Plan, describing the period as critical for basically realizing socialist modernization and improving legal supervision quality. As CCTV News reported, the plan targets more complete institutional mechanisms, improved judicial fairness evaluation, and a technology-enhanced procuratorate.

Notably, the plan includes 21 key tasks addressing issues such as regulating law-related enterprise enforcement and preventing illegal cross-regional and profit-driven enforcement. These provisions directly address long-standing complaints from the business community about arbitrary law enforcement, suggesting the government is taking business environment concerns seriously.

The simultaneous release of these four sectoral plans on a single day is significant.
