Japan Records First ‘Kokushobi’ as Temperatures Hit 104°F in Historic Heat Wave

Japan has officially recorded its first-ever “kokushobi” — or “cruelly hot day” — as three cities in central Japan soared past 40°C (104°F) on July 21, 2026, marking a grim milestone in the country’s escalating battle with extreme heat. The new classification, introduced by the Japan Meteorological Agency (JMA) just three months ago, was triggered when Tajimi (40.3°C), Gujo (40.0°C), and Toyoda (40.1°C) all crossed the threshold on the same day, according to Kyodo News.

A New Word for a New Reality

The term “kokushobi” (酷暑日) was formally adopted by the JMA on April 17, 2026, following a national public survey that drew nearly 478,000 responses. As Mainichi Shimbun reported, “kokushobi” received 202,954 votes — about three times as many as the runner-up, “cho-moshobi” (super extremely hot day). The kanji characters break down as 酷 (koku, meaning cruel or harsh), 暑 (sho, heat), and 日 (bi, day).

Japan’s heat classification system now includes four tiers: natsubi (summer day, 25°C+), manatsubi (midsummer day, 30°C+), moshobi (extremely hot day, 35°C+, introduced in 2007), and kokushobi (cruelly hot day, 40°C+, introduced in 2026). The JMA’s stated aim, as reported by Mainichi, is “to warn people more effectively by conveying simply that such heat is dangerous.”

Widespread Devastation

The heatwave has been anything but localized. Of Japan’s 914 weather observation points, 731 recorded temperatures of 30°C or higher on July 21, with 272 qualifying as “moshobi” — extremely hot days. Heatstroke alerts were issued in 41 out of 47 prefectures, as BBC News reported.

The human toll has been severe. The Tokyo Fire Department reported that 287 people — ranging in age from 3 to 103 — were taken to hospitals on July 21 due to apparent heatstroke, the highest single-day total recorded in 2026. Emergency dispatches surpassed 3,400, and the department issued an ambulance overload alert on July 22.

At least four heat-related deaths have been reported: a man in his 70s in Odawara (Kanagawa), a man in his 40s in Sanjo (Niigata), a woman in her 80s in Mitsuke (Niigata), and an 85-year-old man found collapsed in a greenhouse in the Tochigi region, according to India Today/AFP.

Climate Change Connection

Climate scientists have drawn a direct line between the extreme heat and human-caused global warming. According to Weather.com, Climate Central’s Climate Shift Index indicated that the July 21 temperatures were made five times more likely due to climate change.

The heatwave is being driven by a powerful heat dome — a strong high-pressure system over the western Pacific Ocean — that began covering much of the Japanese archipelago on July 19. The JMA has warned that dangerously high temperatures are expected to persist into next week.

Japan’s summers have been growing progressively hotter and more dangerous. The country has recorded 40°C+ temperatures every year since 2018. Its all-time highest temperature of 41.8°C (107.2°F) was set just last year, on August 5, 2025, in Isesaki, Gunma Prefecture — a day on which 14 stations would have qualified as kokushobi. In 2025, Japan also recorded a record 1,803 workplace heatstroke cases, with 19 deaths, as reported by Kyodo News.

Adaptation and Response

Japanese authorities are taking increasingly aggressive measures to protect the public. Tokyo has encouraged office workers to adopt more casual attire — T-shirts and shorts instead of suits and ties — as part of its “Cool Biz” campaign. The JMA continues to urge residents to use air conditioning, stay hydrated, consume salt, and avoid prolonged outdoor activity.

As Anadolu Ajansi reported, the meteorological agency warned that dangerously high temperatures are expected to persist across many parts of Japan and urged residents to take precautions against heat-related illnesses.

What’s Next

With the heat expected to continue into next week and the possibility of more kokushobi days ahead, Japan faces a critical test of its new warning system. The key question is whether the new terminology — and the heightened sense of urgency it conveys — will translate into fewer heat-related illnesses and deaths.

More broadly, Japan’s experience underscores a global reality: as climate change pushes temperatures to new extremes, societies must adapt not only their infrastructure and emergency response systems, but their very language. When the heat becomes so dangerous that existing words are no longer sufficient, new ones must be invented — and the world may soon need its own version of kokushobi.
