China’s Earthquake Warning System Now Reaches Over 400 Million
China has announced that its earthquake early warning public service system now covers more than 400 million people, marking a major milestone in the nation’s disaster preparedness infrastructure. The announcement came on July 25, 2026, the second anniversary of the National Earthquake Intensity Rapid Reporting and Early Warning Project’s formal completion, according to CCTV News.
Mobile phone early warning service users have surpassed 228 million, making mobile terminals the most important channel for earthquake alerts. The system has deployed over 100,000 dedicated earthquake early warning terminals nationwide, while broadcast services via television and radio now cover 13 provinces including Yunnan, Sichuan, and Xinjiang, serving more than 70 million households.
The World’s Largest Early Warning Network
The National Earthquake Intensity Rapid Reporting and Early Warning Project, which officially launched in 2018 and passed completion acceptance on July 25, 2024, has built the world’s largest earthquake early warning network. According to Xinhua News, the network comprises 15,899 observation stations, three national centers, and 31 provincial centers, representing a leap from minute-level earthquake reporting to second-level earthquake early warning.
The system provides second-level earthquake early warnings in five key seismic zones: North China, the Southeast Coast, the North-South Seismic Belt, the Central Tianshan region in Xinjiang, and the Lhasa Surrounding Area in Tibet. It can also generate minute-level seismic intensity reports nationwide. Officials stated that the system’s “overall functionality and performance have reached world-class advanced levels.”
Mobile and Digital Channels Drive Rapid Adoption
The rapid expansion of coverage has been driven significantly by smartphone integration and digital platforms. The National Earthquake Early Warning WeChat Mini-Program, launched in August 2024, has registered over 60 million users. In February 2025, the mini-program was recognized as one of the “2024 Top 10 New Media Public Welfare Cases.”
Starting in September 2025, multiple smartphone manufacturers began integrating China’s earthquake early warning network at the operating system level. As the China Government explained, the system relies on the principle that electromagnetic waves travel significantly faster than seismic waves, enabling alerts to reach the public via TV, IPTV, mobile apps, and rural loudspeakers seconds to tens of seconds before destructive shaking arrives.
“Among all channels, mobile terminals, with their extremely high penetration rate and immediacy, have become the most important, convenient, and effective warning service channel,” CCTV News reported.
Proven in Real-World Seismic Events
Since the project’s completion, the system has been tested repeatedly in real-world earthquakes, demonstrating its life-saving potential:
- December 2025: During a magnitude 6.0 earthquake in Xinjiang’s Aheqi County, warnings arrived more than 20 seconds before tremors, giving medical staff time to pause an ongoing surgery.
- May 2026: Two magnitude 5.2 quakes struck Guangxi’s Liuzhou in a single day, with over 900,000 alerts pushed to residents. Store display phones simultaneously sounding alerts went viral on social media.
- June 2026: A magnitude 5.5 earthquake in Sichuan’s Yibin triggered alerts to more than 2 million mobile users within seconds in a densely populated area.
According to CCTV, the system has successfully delivered accurate and reliable warnings through more than 100 major seismic events since its launch, providing the public with a critical window for emergency避险 (evacuation).
Global Context and Strategic Significance
China is one of only approximately seven countries or territories with comprehensive, nationwide earthquake early warning systems, joining Japan, Taiwan, South Korea, Israel, and others. According to Wikipedia, Japan’s system has been operational since 2007 and is the longest-running nationwide system, but China’s network of observation stations is the largest in the world by geographic scale and population coverage.
“China’s earthquake early warning public service has entered a new phase of ‘broad coverage, fast delivery, and precision,’” stated Zhang Tengfei, a CCTV correspondent covering the announcement.

The China Earthquake Administration has indicated that public service capacity will continue to expand, with broader coverage areas and more refined operational mechanisms. As the system matures, earthquake early warning services are expected to play an increasingly prominent role in protecting lives and property, particularly in China’s seismically active western and southwestern regions.
With system-level smartphone integration already underway and the WeChat platform providing a scalable distribution channel, the trajectory points toward near-universal coverage across China’s population in the coming years.
