Europe is in the grip of a catastrophic climate emergency as an intensifying heatwave fuels unprecedented wildfires, a continent-wide drought, and severe storms. More than 200,000 people have been evacuated or locked down in France and Spain alone, as blazes consume vast areas of land, while a landmark scientific study has confirmed that human-induced climate change has made the drought gripping the continent dramatically more likely.

Context: A Continent Overheating

Europe is the world’s fastest-warming continent, heating at more than twice the global average, according to the European Environment Agency. The summer of 2026 has brought three successive heatwaves across the continent, with the June heatwave declared the worst on record — a phenomenon scientists at the World Weather Attribution (WWA) consortium said would have been impossible without the climate crisis. These extreme conditions have now escalated into a multi-faceted emergency affecting public health, infrastructure, agriculture, and energy production across Europe.

Catastrophic Wildfires Force Mass Evacuations

The most visible manifestation of the crisis is the wave of wildfires sweeping across southern Europe. In Spain, more than 108,000 hectares have burned — four times the area destroyed at the same point in 2025 — prompting the government to declare a national emergency on July 24. Madrid’s regional president, Isabel Díaz Ayuso, described the situation as “the worst fire in the history of the region,” with fires merging just a few dozen kilometres west of the capital, beyond the capacity of firefighters to contain. Carlos Novillo, the Madrid emergency management chief, said defensive measures were being taken as it was “not possible to attack the fire in that area.”

According to Spanish Interior Minister Fernando Grande-Marlaska, nearly 60,000 people have been affected by the fires, with approximately 25,000 evacuated and more than 20,000 in lockdown. The Madrid-Barcelona high-speed rail line was suspended on July 23 as flames encroached on the tracks.

In France, the situation is equally dire. The Gironde region in the southwest has been devastated by what officials describe as an “XXL fire” — an unprecedented convective fire that has forced 110,000 people to flee their homes. French Interior Minister Laurent Nunez told BBC News that 50 firefighters had been injured and military resources were being deployed to reinforce exhausted crews. “We have never seen a convective fire of this magnitude,” Nunez said. Bordeaux airport was closed as flames advanced toward the city.

One of the most dramatic scenes unfolded on the Cap Ferret peninsula, where the entire area was evacuated — hundreds of residents and holidaymakers escaping by boat across the bay to Arcachon. Philippe de Gonneville, the mayor of Lège-Cap Ferret, described the situation as “unheard of,” adding: “Neither we nor the firefighters have ever seen anything like it.” Local prefect Sophie Brocas reported that 53 homes had been lost, though 2,000 were saved by emergency crews.

A Continent-Wide Drought Driven by Heat

While the wildfires capture global attention, a deeper crisis is unfolding across Europe’s waterways and farmland. A landmark study published by the WWA on July 23 found that climate change has made the current drought significantly more severe. The analysis, reported by The Guardian, revealed that in western Europe, the soil drought has been made five times more likely by human-induced warming, while in eastern Europe, it is now 11 times more likely.

Crucially, the WWA scientists determined that heat — not a lack of rainfall — is the primary driver of the drought. High temperatures are creating an increasingly thirsty atmosphere that “sucks moisture out of rivers, lakes, reservoirs and the soil,” explained Dr. Dominik Schumacher of ETH Zurich. The extreme evaporative conditions were made 80 times more likely in western Europe and 40 times more likely in eastern Europe due to climate change.

“We now see an enhanced tendency for unusual soil drying already in spring, before summer has even begun,” Schumacher said. “That is our own doing: as temperatures climb, the atmosphere’s thirst increases quickly.”

The drought’s impact on Europe’s major rivers has been dramatic. The Rhine at Lobith in the Netherlands is now lower than the minimum level recorded during the historic 1976 drought, with barge capacity reduced by 30-40%. On the Danube, boats have been left stranded on dry riverbeds at the Bulgaria-Romania border. The Loire River in France is fully exposed in Orléans, and the Tiber in Rome sits at dramatically low levels, as Semafor reported.

Economic and Agricultural Fallout

The cascading impacts of the heatwave and drought are hitting Europe’s economy hard. Farmers are facing devastating losses, with France expecting its worst maize harvest in 50 years and Romania losing over one million hectares of maize. Across Europe, approximately nine million tonnes of grain are expected to be lost, threatening food price stability and disproportionately affecting low-income households.

The energy sector is also under severe strain. Low river levels are disrupting fuel transport for thermal power plants while simultaneously reducing hydropower output. With global oil prices already above $100 per barrel due to the Middle East conflict, the energy crisis is compounding economic pressures. In the United Kingdom, lost working hours from heat alone cost the economy more than £1 billion.

The European Commission’s Joint Research Centre has warned of cascading cross-sector impacts, with EU officials acknowledging that the bloc’s pre-positioned fleet of nearly 30 aircraft and 800 firefighters has proven insufficient to meet the scale of the crisis.

A Warning for the Future

The WWA study serves as a stark warning of what lies ahead. Dr. Mariam Zachariah of Imperial College London cautioned: “What’s most alarming is that these conditions are occurring at 1.4°C of warming. If global emissions push temperatures up to 2.8°C as predicted, these intense evaporative conditions could double in likelihood. Without rapid, aggressive emissions cuts, Europe is heading for a future where these scorching, dry summers happen time and time again.”

Simon Stiell, the UN Climate Chief, called the worsening droughts “an unignorable red alert that our planet is overheating,” urging a much faster transition to renewable energy.

With temperatures in Spain forecast to climb back toward 40°C next week and limited rain expected, the immediate outlook remains grim. The WWA has recommended a unified European drought governance policy and a comprehensive Water Resilience Strategy to manage future risks. For now, millions across the continent are living through a stark demonstration of what climate scientists have long warned: that Europe’s overheating is not a future problem, but a present emergency unfolding in real time.
