State Council Probes Guangxi Dam Collapse, 39 Dead
China’s State Council has launched a high-level investigation into the catastrophic failure of Liulang Reservoir in Guangxi Zhuang Autonomous Region, a disaster that claimed at least 39 lives and left 9 missing after Typhoon Maysak unleashed historic rainfall across the region in early July. The investigation team, led by Vice Minister Chen Min of the Ministry of Emergency Management, held its first meeting in Nanning on July 24, according to People’s Daily.
Background: A 66-Year-Old Dam Meets a Record-Breaking Storm
Liulang Reservoir, a homogeneous earth dam built between 1958 and 1960, was designed to irrigate roughly 10,500 hectares across four townships and serve 170,000 people downstream. At 42 meters tall with a storage capacity of 9.3 million cubic meters, according to Phoenix News analysis, it had been classified as a “problem reservoir” due to aging infrastructure, seepage issues, and safety hazards before undergoing extensive renovations in 2024 and 2025.
On July 4, Typhoon Maysak — the 10th named storm of the 2026 season — made landfall near the Vietnam-Guangxi border and stalled over the region, dumping extraordinary amounts of rainfall. Binyang County recorded 713.3 mm in 24 hours, a historical record, while parts of Hengzhou saw 565 mm. In just one day, nearly the entire storage capacity of the reservoir — an estimated 82 to 93 million cubic meters of runoff — flowed into the 195-square-kilometer catchment, far exceeding the spillway’s capacity.
The Failure and Its Toll
On the morning of July 6, shortly after 10 a.m.,, water overtopped the dam crest, and within tens of minutes, the structure gave way. Two gaps, each roughly 50 meters wide, opened in the dam, releasing a wall of water toward downstream villages. An emergency alert issued by a local grid group urged immediate evacuation of at least six villages including Nankang, Futang, and Jiajian.
The breach was not an isolated event. Simultaneously, several other reservoirs in the region — Yunbiao, Sancha, Chayuan, Liuwang, and Dakaizi — also experienced overtopping or failure, underscoring the systemic nature of the crisis.
Casualty figures rose sharply as the scale of the disaster became clear. A July 7 press conference reported 6 dead and 11 missing across Guangxi, but by July 9, the figure had been revised to 39 dead and 9 missing, as reported by Caixin. Of those, 26 deaths and 7 missing were directly attributed to the Liulang Reservoir breach, according to Kankan News. More than 375,000 people were affected across the region, with 130,000 evacuated and 12,900 hectares of crops damaged.
Why the Dam Failed: A Technical Autopsy
Independent analysis by Phoenix News analyst Tang Bohu identified four stages of failure: crest overflow, downstream face erosion, gully development, and full structural collapse. Experts point to several compounding factors:
Extreme rainfall beyond design standards. Built to 1950s-era flood projections, Liulang Reservoir was never designed to withstand the kind of rainfall that Typhoon Maysak delivered — nearly seven times the average July precipitation in some areas.
Aging earth dam vulnerability. As a homogeneous earth dam without a concrete core or impervious layer, its structural integrity relied entirely on soil compaction. Once water overtopped the crest, high-velocity flow rapidly eroded the downstream face, stripping soil in minutes.
Inadequate spillway capacity. Even with flood discharge gates fully opened by the early morning of July 6, the spillway could not keep pace with the inflow, which reached hundreds or even thousands of cubic meters per second during peak rainfall.
Renovation Questions Loom Large
Perhaps the most troubling aspect of the disaster is that Liulang Reservoir had recently undergone a 380-million-yuan (approximately $52 million) renovation project completed in June 2025. Officials had declared the reservoir transformed from a “problem reservoir” to a “model project” with real-time monitoring capabilities. Yet it failed catastrophically less than a year later — and just hours after its monitoring systems were presumably operational.
This raises critical questions about whether the renovations addressed fundamental design limitations or were merely cosmetic. The State Council investigation is expected to examine this question closely.
Broader Implications
The Liulang failure highlights a systemic challenge facing southern China: thousands of similarly constructed homogeneous earth dams, built in the 1950s and 1960s, are now more than half a century old. July 2026 has already seen multiple other disasters across China — a mountain collapse in Chongqing killed 8, Typhoon Maysak triggered a tornado in Hubei that killed 11, and Liaoning experienced deadly flash flooding.
