Georgia Power will supply the facility’s massive energy needs under a 25-year agreement. In a press release, the utility announced that OpenAI has committed to providing up to 1,000 megawatts of flexible demand response — meaning the company will voluntarily reduce power consumption during peak demand periods to support grid stability. Georgia Power described this as “among the largest single-facility demand response commitments in the country.”

Aaron Mitchell, senior vice president of Strategic Growth at Georgia Power, said the agreement demonstrates how large-energy users can contribute to reliability. “Companies like OpenAI are making real commitments when it comes to responsible operation and development,” Mitchell said, “and demonstrating the benefits that these facilities can bring to Georgia communities.”

Water and Environmental Concerns

The project arrives as Georgia grapples with a historic drought. Earlier this year, 100% of the state experienced severe to exceptional drought conditions for the first time on record. Sen. Raphael Warnock (D-GA) wrote to the Environmental Protection Agency seeking guidance on data center water impacts, warning that “new demands on Georgia’s limited water resources” pose significant risks.

OpenAI has committed to using a closed-loop recirculating water system, similar to a car radiator, that reduces water consumption by up to 70% compared to traditional cooling methods. An open house held on July 23 drew approximately 1,000 residents, many of whom expressed anger about the lack of community input. A Change.org petition opposing the project garnered more than 10,000 signatures within days. OpenAI will receive a 50% property tax abatement for 15 years but is still projected to become Effingham County’s largest property taxpayer. County officials have suggested that tax revenue from the data center could fund “Project Zero,” an initiative to eliminate homestead property taxes, potentially reducing the average homeowner’s property rate by 40%.

Political reactions have split along familiar lines. Republican Gov. Brian Kemp, a strong supporter of data center development, recently joined a Trump-backed pledge by GOP governors to promote such facilities while protecting ratepayers. Meanwhile, some neighboring communities are heading in the opposite direction: Camden County has enacted a data center moratorium, and Palm Beach County, Florida, voted against a similar project.
