SpaceX Orbital Data Center Plan Draws ‘Fire Pit’ Warning

SpaceX has filed an application with the Federal Communications Commission (FCC) to launch up to one million data center satellites into low-Earth orbit — a proposal scientists and environmental groups warn could transform the atmosphere into a literal “fire pit” and inflict irreversible damage on the planet’s upper atmosphere.

A Proposal of Unprecedented Scale

The application, filed earlier this year, seeks approval for what would be the largest satellite constellation ever conceived — by a staggering margin. Other tech companies, including Blue Origin, Cowboy Space, Starcloud, and Orbital, have submitted their own applications for nearly 260,000 additional satellites, according to SpaceNews. The combined total would represent a roughly 80-fold increase in the number of active satellites currently orbiting Earth.

The motivation behind the push is rooted in the explosive growth of artificial intelligence computing. Terrestrial AI data centers have faced fierce opposition over their enormous power consumption, water usage, and heat island effects, driving tech companies to explore space as an alternative. SpaceX’s application describes the orbital data centers as a means of “ensuring humanity’s multi-planetary future amongst the stars.”

Environmental Coalition Fights Back

On July 8, a coalition of environmental and scientific organizations — represented by Earthjustice — filed a formal petition with the FCC demanding a comprehensive environmental review before any licenses are granted. The coalition includes Public Employees for Environmental Responsibility (PEER), DarkSky International, and Environment America.

In their petition, the groups argue that the FCC must conduct a Programmatic Environmental Impact Statement (PEIS) under the National Environmental Policy Act (NEPA), warning that “the operation of more than a million data center satellites threatens potentially catastrophic forms and quantities of atmospheric pollution.”

“Allowing a million orbiting data centers with no environmental review isn’t just irresponsible — it’s reckless,” said Tim Whitehouse, Executive Director of PEER, in a statement. “The potential for these projects to degrade the atmosphere with pollution and debris and harm wildlife needs to be carefully considered before licensing these projects.”

Jan Hasselman, Senior Attorney at Earthjustice, made clear the coalition is prepared to take legal action if necessary. “Agencies that authorize companies looking to space as the next frontier still must operate within the law, and the law requires the FCC to consider all the risks and impacts of these proposals. If we have to sue so that they comply, we will.”

The Science: What Happens When a Million Satellites Burn Up?

Every satellite in low-Earth orbit eventually deorbits, burning up in the atmosphere. With one million data center satellites — each containing complex materials — the cumulative effect of continuous re-entries could be catastrophic.

According to The Guardian, the pollutants released during launches and re-entries include black soot, aluminum oxides, black carbon, nitrogen oxides, carbon monoxide, chlorine gases, mercury, and rare metals. These materials would accumulate in the stratosphere — a delicate layer of the atmosphere that plays a critical role in regulating Earth’s temperature and protecting life from ultraviolet radiation.

A 2023 NOAA-sponsored study published in PNAS found that metals from vaporized spacecraft are already embedded in stratospheric sulfuric acid aerosols. The long-term consequences of this ongoing contamination remain “largely unknown,” yet no further research has been conducted under the current administration. Steve Volz, former head of NOAA’s satellite office, warned: “There is a lot of complex material in these things, and even if they do burn up, you do not want to be filling up the atmosphere with refuse from these any more than you would want it coming from a smoke stack.”

The scale of the proposed constellations would also dramatically increase space debris, threatening existing communications, weather monitoring, and navigation satellite systems. The coalition petition pointedly notes that “no proponent has provided satisfactory detail to explain how it will mitigate the cumulative environmental harms flowing from the foreseeable operation of more than a million satellites, orbiting our planet, colliding and disintegrating and plummeting back to Earth.”

The Night Sky at Risk

Beyond atmospheric pollution, the light pollution from millions of artificial objects in orbit would permanently alter humanity’s view of the cosmos. Ruskin Hartley, Executive Director of DarkSky International, said: “These projects could permanently alter the night sky as we know it. The FCC needs to take seriously its obligation to ensure these projects do not cause unnecessary harm to naturally dark skies.”

Astronomical observations would be severely impacted, and scientists have already documented how light pollution from existing satellite constellations is contributing to firefly and other insect die-offs.

Regulatory Gaps and Feasibility Questions

The FCC has historically authorized satellite licenses under a categorical exclusion from NEPA review — a regulatory gap that critics argue was never designed for projects of this magnitude. Active satellites have grown from approximately 1,400 in 2015 to 15,000 today, according to Government Accountability Office data cited in the Earthjustice petition, and are projected to reach 58,000 by 2030.

Meanwhile, questions about the technical feasibility of orbital data centers persist. Several former federal space officials, including Steve Volz, have expressed doubt about whether the technology can work at scale. Power requirements for AI processing chips far exceed what current solar-powered satellites can reliably provide, and the massive quantities of rare metals needed would create additional environmental challenges on the ground.

As reported by NBC News, NASA has also expressed concern about the “limited technical details” provided in SpaceX’s application. Internationally, China has already launched a dozen experimental satellites for a planned 2,800-satellite space computing constellation, signaling that the race to commercialize orbital computing is well underway.

What Comes Next

The FCC now faces a critical decision: grant the coalition’s request for a comprehensive environmental review, proceed with licensing under existing rules, or deny the petitions outright. Industry groups are simultaneously pressing the commission to streamline and accelerate satellite licensing, creating a tug-of-war between commercial interests and environmental oversight.

Earthjustice has explicitly threatened litigation if the FCC fails to act. The outcome could set a landmark precedent for how the United States regulates the commercial use of space — determining whether the rapid industrialization of low-Earth orbit proceeds with or without meaningful environmental safeguards.

The stakes could hardly be higher. As the coalition petition framed it, the decision facing regulators is whether to allow “potentially catastrophic forms and quantities of atmospheric pollution” in pursuit of a technological future that may not even be feasible — or to pause, study the risks, and proceed with caution before turning the planet’s atmosphere into an industrial sacrifice zone.
