China Adds 27 Vocational Majors in AI and Green Economy
China’s Ministry of Education (MOE) has announced the addition of 27 new majors to the Vocational Education Professional Catalog, marking the latest step in the country’s drive to align skills training with the demands of a rapidly evolving economy. The new programs — nine at the higher vocational (junior college) level and 18 at the vocational undergraduate level — span 14 major categories and 20 specialty fields, with enrollment set to begin in 2027.

The expansion is directly tied to China’s “15th Five-Year Plan” (2026–2030) and its accompanying education sector blueprint, both of which prioritize building a modern industrial system and a high-quality service sector. By introducing majors in fields as varied as humanoid robotics, hydrogen energy, and urban renewal design, Beijing is attempting to close a widening skills gap that threatens to slow technological progress and economic development.
According to the MOE’s official announcement, the new majors target “digital economy, low-altitude economy, artificial intelligence, high-end equipment, urban renewal, and livelihood service shortages.” Since the current vocational catalog was established in 2021, China has added 169 specialties cumulatively — representing 11% of the total catalog.
Key New Majors by Sector
The additions are concentrated in several high-growth areas:
Digital Economy and AI: Seven new programs target the digital transformation, including Humanoid Robot Engineering Technology, Digital Twin Engineering Technology, and Industrial Software Engineering Technology at the undergraduate level, and Intelligent Agent Communication Technology and Internet of Vehicles Communication Technology at the junior college level.
Low-Altitude Economy: A new undergraduate major in Low-Altitude Transport Engineering Technology reflects China’s push to develop drone-based logistics, air taxis, and related infrastructure.
Green Energy: Hydrogen Energy Engineering Technology (undergraduate) and Energy Storage Materials Equipment Intelligent Operation and Maintenance Technology (junior college) address the growing need for skilled workers in China’s booming clean energy sector.
Urban Renewal and Livelihood Services: New offerings include Urban Renewal Design Technology (undergraduate), Infant and Toddler Family Care and Guidance (junior college), and Residential Convalescence Operations and Management (junior college), responding to aging infrastructure and shifting demographic needs.
The MOE stated that these programs were designed in close consultation with industry-education integration communities and city-region alliances, ensuring that “frontline enterprise needs directly inform curriculum design.”
Expert Analysis: Closing the Skills Gap
The timing of the announcement reflects mounting pressure on China’s labor market. A report from Economic Information Daily, citing data from the Zhilian Recruitment “2026 New Quality Productive Forces Talent Development Report,” found that job postings in the robotics industry rose 36.6% year-on-year, new materials postings increased 32.6%, and aviation/aerospace/shipbuilding manufacturing grew 20.2%.
Li Chang’an, a researcher at the University of International Business and Economics (UIBE) National Academy of Opening-up, told Economic Information Daily that the new majors reflect fundamental shifts in industrial structure. “Vocational education majors are being adjusted in response to changes in industrial development, technological progress, and labor market demand,” Li said. “Skills talent gaps have become an important factor restricting technological progress and economic development.”
Li further noted that low-altitude economy, robotics, and AI will be the main directions for vocational colleges, which should help “reduce structural employment difficulties and frictional unemployment, while also alleviating employment pressure on college graduates.”
A Strategic Shift: From Passive Adaptation to Active Leadership

Forward planning: Rather than waiting for industries to mature and then creating matching programs, vocational education now proactively establishes specialties for emerging fields. The MOE acknowledged a “time scissors gap” between the 3–4 year talent cultivation cycle and rapid industry iteration, making early intervention critical.
Layered connectivity: New majors are designed in tiers — undergraduate programs focus on technical system integration and R&D translation, while junior college programs concentrate on frontline operations and equipment maintenance, creating a coordinated talent pipeline across entire industry value chains.
Precise matching: The MOE emphasized that additions are not simply “additions” to existing offerings but part of a systematic redesign of supply-demand matching. A “three lists” management approach — urgently needed specialties to expand, upgraded specialties to modernize, and restricted specialties to phase out — guides local education authorities.
Growing Social Acceptance of Vocational Pathways
The policy push comes amid signs that vocational education is gaining social prestige. In Guangzhou, the “3+4” secondary-to-undergraduate vocational pathway has seen surging popularity, with the highest admission score reaching 708 out of 810 on the city’s high school entrance exam. One student enrolled in this pathway, He Ziyu, told local media that she chose secondary vocational school over regular high school and “doesn’t really care about what others think,” reflecting a gradual shift in public perception.
