Northern China Faces More Extreme Rain as Belt Shifts
China’s main summer rain belt is drifting northward, bringing more frequent and intense rainfall to the country’s north and transforming the long-familiar pattern of “southern floods, northern droughts” into a regime of flooding in both regions, according to an analysis by Xinhua News Agency. The report, republished by People’s Daily Online, describes the shift as a multi-decade climate transition that northern cities, drainage systems and emergency services were not built for.
A Rain Belt on the Move
China’s summer rainfall is concentrated in a monsoon belt whose position is governed by the East Asian summer monsoon and the Western Pacific Subtropical High. For decades, the zone of 400–800mm annual precipitation sat across the Yangtze-Huaihe region, producing the familiar pattern in which the south endured floods while the north stayed dry.
Since 2010, that calculus has changed. The belt has gradually pushed westward and northward, and compared with the 1990s, China’s humid and semi-humid climate zones have expanded by more than 300,000 square kilometers over the past five years, according to Chen Lijuan, chief forecaster at the National Climate Center. Chen said precipitation extremes in the north have intensified, with both rainstorm frequency and intensity on the rise.
Record-Setting Rainfall
This year’s flood season illustrates the trend with unusual clarity. The Northeast rainy season began on June 4 — nine days early — and the North China rainy season followed on July 10, eight days early. By late July, southeastern Northeast China had received more than 400mm of rain, while parts of eastern and southern North China recorded 50–100 percent above their normal rainfall.
Statistics released by China Meteorological Administration experts in mid-July showed that since the flood season began, northern China averaged 228.6mm of precipitation — 23.1 percent above normal and the most for the period in a decade. Hebei province and the city of Tianjin logged their wettest flood seasons since 1961, and North China’s average of 288.4mm, up 62.5 percent, set an all-time record.
The pattern predates 2026. The 2025 North China rainy season ran 29 days longer than usual and delivered a record 356.6mm of precipitation, the most since records began in 1961.
Why the Belt Is Shifting
Climate scientists point to three converging drivers. Since 2010, the Western Pacific Subtropical High has moved north with its western section strengthening, guiding more moisture toward the north. The negative phase of the North Pacific Decadal Oscillation, combined with the positive phase of the North Atlantic Decadal Oscillation, has strengthened the East Asian summer monsoon. And global warming adds roughly 7 percent more water vapor to the atmosphere for every 1°C of warming, supercharging extreme downpours.
Simultaneous flooding in north and south is not unprecedented — the late 1940s saw a similar episode. But Li Xiang, a senior engineer at the National Climate Center, said the post-2010 pattern is different: earlier wet phases in both regions lasted only two to three years, while the current one has persisted for more than a decade with broader coverage.
Infrastructure Under Stress
The wetter north is straining systems designed for a drier climate. “More violent rainfall further reduces the coping capacity of drainage networks and flood channels originally built to somewhat lower standards,” said Gong Daoxiao, deputy chief engineer at the China Academy of Urban Planning & Design.
The human impact is also reshaping daily life. Northern summers are becoming muggy: daytime humidity now exceeds 80 percent in many places, approaching the level of the plum-rain season in the south, and perceived temperatures can run 4–8°C above the actual reading. Li warned that compound heat-and-humidity disaster risks are rising, and that heat-protection and flood-control work in the north must now match southern standards.
More rain does not, however, solve the north’s chronic water shortage. Liu Changjun of the China Institute of Water Resources and Hydropower Research cautioned that because evaporation is strong and precipitation varies greatly between years, wetter individual years do not fundamentally resolve water scarcity.
Policy Response
Beijing is responding. The National Climate Change Response 15th Five-Year Plan, released by the Ministry of Ecology and Environment with 18 other departments in late July, calls for infrastructure climate-risk management, urban climate-risk assessments and city-level climate-risk maps.
What to Watch
Officials expect the wet northern pattern to persist for at least several years, with a high risk of extreme rainstorms during the peak flood-control window from mid-July to mid-August. The shift is part of a broader regional phenomenon: The Guardian reported that extreme rainfall across Asia this year has brought flash floods and typhoon damage from Afghanistan and Bangladesh to Taiwan.
For northern China, the question is no longer whether the rain belt will return south. It is how quickly cities, farms and emergency systems can adapt to conditions that increasingly resemble the southern climate they once contrasted with.
