Chinese-built solar project boosts Laos’ energy role
A 1,000-megawatt solar plant built by China General Nuclear Power Corporation (CGN) in northern Laos has become a key pillar of the country’s ambition to serve as the “battery of Southeast Asia,” People’s Daily reported Saturday.
The project, formally grid-connected on April 7 with Lao Prime Minister Sonexay Siphandone announcing its commissioning, is the largest single-site photovoltaic (PV) installation in Southeast Asia and Laos’ first large-scale mountain solar facility.
Context
Laos, a landlocked nation with abundant hydropower, has long aimed to export electricity to neighbors such as Thailand, Vietnam, and China. The new solar base, located in the Xay and Namor districts of Oudomxay Province in northern Laos, adds a second pillar to that strategy while addressing concerns about hydropower’s seasonal variability and environmental footprint.
Covering roughly 2,100 hectares, the project is the first phase of a wider CGN clean-energy base designed to support the China-Laos 500 kV interconnection.
Key developments
The facility is expected to generate about 1.65 billion kWh of electricity annually and cut carbon dioxide emissions by around 1.3 million tonnes per year, according to KPL. Officials said the project could also provide nearly 3,000 local jobs during peak construction.
More than 70 companies — including over 40 Chinese firms and more than 30 Lao enterprises — contributed to the supply chain, China Daily reported.
At the commissioning ceremony, Lao Minister of Industry and Commerce Malaythong Kommasith said the project “has not only promoted the effective implementation of Laos-China power connectivity, but also created a large number of job opportunities for Laos and driven the development of related industries.”
The solar farm is also wired into one of the region’s biggest infrastructure achievements: the China-Laos 500 kV transmission line, formally commissioned on April 20. The link raises mutual power-support capacity from 50 MW to 1,500 MW and can carry roughly 3 billion kWh of clean electricity per year, Yunnan.cn reported.
Local benefits and green safeguards
Beyond electricity, the project has delivered social benefits. CGN repaired five roads and bridges, renovated a high school in Muang Xay, and donated an operating room and equipment to a hospital in Muang Sing District. Its “Egret Class” training scheme taught roughly 100 Lao technicians Chinese and vocational skills, with 31 graduates hired by the company.
Local employee Song Sheng told People’s Daily that the arrival of the project — alongside the China-Laos Railway — brought opportunities “right at our doorstep.”
The developer also highlighted environmental safeguards. By optimizing layouts and avoiding sensitive zones, the project used about 1,565 fewer hectares than planned, equivalent to roughly 2,200 football fields. Manager Chen Shaoyang described a “three no-occupation” principle: no villager’s house, no basic farmland, and no primary forest.
Analysis
The project shows how China is moving beyond financing hydropower dams and toward building integrated clean-energy infrastructure in the Mekong region.
The 500 kV line creates a true two-way grid — letting Laos send surplus solar and hydropower north while enabling China to supply power during dry-season shortfalls. That flexibility directly advances the “Southeast Asia battery” vision, which Vientiane Times notes the government sees as a pillar of energy security.
CGN chairman Yang Changli said the company will accelerate follow-up clean energy projects across northern Laos and explore central and southern markets, underscoring that the project is only a first step.
What’s next
A second phase combining wind and solar is expected to start construction this year, with biomass and multi-energy projects to follow. For Laos, the bigger question is how quickly it can integrate this new capacity into a regional market and translate power exports into broader economic development.
If the first phase is any guide, the country’s long-held battery ambition may finally have the infrastructure to match it.
