China’s JL-3 Missile Test Marks New Era in Naval Deterrence
China’s People’s Liberation Army (PLA) Navy conducted its first confirmed submarine-based ballistic missile test in over 40 years on July 6, 2026, launching a strategic missile carrying a training simulation warhead from a nuclear-powered submarine into the Pacific Ocean. The test, which involved a dummy warhead travelling approximately 8,000 kilometers (5,000 miles) to a designated high-seas impact zone, represents a significant milestone in Beijing’s naval deterrence capabilities and has drawn strong reactions from regional nations across the Indo-Pacific.
According to SCMP, the launch was China’s first confirmed submarine-based missile test since 1982 and the first known firing from a nuclear-powered submarine. While Beijing has not officially confirmed the missile type, military experts and analysts widely assess the weapon as the JL-3 (Julang-3, or Giant Wave 3), China’s third-generation intercontinental-range submarine-launched ballistic missile.
The JL-3 Missile Programme

With a reported range of 10,000 to 14,000 kilometers (6,200 to 8,700 miles), the solid-fueled missile is capable of reaching the continental United States when launched from Chinese coastal waters. Strategic Significance

The JL-3’s extended range allows Chinese ballistic missile submarines to threaten intercontinental targets while remaining inside heavily defended maritime bastions near the South China Sea and Bohai Gulf, reducing their exposure to hostile anti-submarine warfare forces. Lyle Morris, a senior fellow at the Asia Society Policy Institute, observed that the test shows China’s nuclear delivery methods have expanded from land-based to sea-based, and that the Chinese Navy now has the capability to threaten the US homeland from bastion waters near China’s coast. RAND Corporation senior policy researcher Beauchamp-Mustafaga similarly noted that the test demonstrates Beijing’s intent to show that its emerging triad of nuclear strike forces is credible.
Jeffrey Lewis of the Middlebury Institute told the New York Times that the test heralds a new era of testing. “Historically, China has tested ICBMs less frequently than other countries,” Lewis said. “I think that was for political reasons, but now the political environment has changed, and I think they are adopting a strategy of conducting more tests. They are now willing to pay the political price that they were not willing to pay in the past.”
Regional Reactions
The launch drew immediate and sharp criticism from across the Pacific region. Australian Foreign Minister Penny Wong described the test as “destabilising to the region,” according to ABC News. “Destabilising acts can lead to miscalculation, can lead where we do not want these actions to lead,” Wong said. “Pacific Islands Forum leaders have made clear they want the Pacific to be an ocean of peace. We regard this proposed test as counter to that.”
New Zealand Foreign Minister Winston Peters called the launch “unwelcome and concerning,” warning that Pacific states have no interest in China using the South Pacific as a testing site for missile capability. Japanese Chief Cabinet Secretary Kihara Minoru expressed concerns from the standpoint of Japan’s and the region’s security, pledging to maintain the highest level of vigilance.
Solomon Islands Prime Minister Matthew Wale, who chairs the Pacific Islands Forum, lodged a strong protest with the Chinese ambassador. “China is a good friend of Solomon Islands, but friends don’t do this kind of thing,” Wale said. “We don’t want anyone to test intercontinental ballistic missiles in the Pacific region. According to China-Arms analysis, Japan’s Coast Guard was informed a day in advance about a designated hazard zone for “falling space debris” — not identified as a missile test. China’s Ministry of National Defense clarified that the notice concerned a ballistic missile launch only about 90 minutes before the launch.
US officials criticized the notification timing, with a State Department official telling Reuters that China notified the US only hours before launch, far short of the standards followed by other nuclear weapons states.
