China Probes Bullfrog Antibiotic Overuse After Investigation
Chinese authorities in Fujian Province have launched an investigation into bullfrog products found to contain excessive antibiotic levels, following an investigative report that exposed systemic drug overuse across the country’s bullfrog supply chain. The Dongshan County Market Supervision Administration in Zhangzhou announced on August 3 that it had formed an investigation team and dispatched officials to the implicated company, according to CCTV.
Investigation Triggers Regulatory Response
The probe centers on Dongshan County Qixing Tianxia Supply Chain Management Co., Ltd., which was identified in media reports for procuring and selling bullfrog products with excessive antibiotic residues. The administration has sealed and sent samples of the company’s products for testing while launching a county-wide special inspection and rectification campaign, Xinhua reported.
The regulatory action came after The Paper’s investigative report revealed that multiple batches of bullfrog products sold on e-commerce platforms tested positive for excessive antibiotics, with the highest sample exceeding standards by more than five times. One sample even tested positive for furazolidone, a banned veterinary drug with known carcinogenic properties.
Industry Practices Exposed
The Paper’s Shadow Investigation Team, working with the public welfare organization Shanghai Ziteng Community Environmental Service Center, conducted a month-long investigation across Fujian, Guangdong, and Jiangsu provinces. Their findings revealed a deeply entrenched two-tier product system within the industry.
Processing companies maintain separate “antibiotic-free” products specifically to pass inspections, while selling “regular” products with excessive antibiotic residues to the broader market. “Just make some ‘antibiotic-free’ products to deal with inspections,” one company head told investigators, according to the report.
These “regular” products are primarily sold to takeout restaurants and wholesale markets. “For example, for takeout restaurants, you can just sell them the regular products,” another industry insider admitted.
Quality inspection reports were also found to be unreliable. One company head acknowledged that he could produce a “qualified” inspection report for customers without guaranteeing the actual batch was problem-free. Some companies conduct third-party testing only once per year and use the results for all products throughout the year.
Root Causes: High-Density Farming and Economic Pressures
China’s bullfrog industry has experienced explosive growth, with production increasing 317.65% from 2015 to 2024, according to the 2025 China Bullfrog Industry Report. The sector generates approximately 48 billion RMB in annual output value, with over 40,000 bullfrog-themed restaurants nationwide.
This rapid expansion has driven farming practices that make antibiotic use almost inevitable. Bullfrogs are raised at extremely high densities, making them highly susceptible to disease outbreaks. “Normally, antibiotics will all exceed standards,” one supply chain company head told investigators, explaining that high-density farming makes drug use unavoidable.
Zhu Yi, an associate professor at China Agricultural University, explained the systemic pressures driving the problem. “Bullfrogs from farming to long-distance transport are always in high-density, high-stress conditions, making them prone to red leg disease and mass mortality,” she said. “Some practitioners, to reduce circulation losses and protect profits, take risks by using excessive drugs, skipping withdrawal periods, and even using banned drugs, transferring business risks to the dining tables and health of ordinary people.”
Health Risks and Regulatory Gaps
The health implications are significant. Luo Liping, deputy chief pharmacist at the Fourth Affiliated Hospital of Zhejiang University, noted that furazolidone metabolites carry the highest risk level due to their clear carcinogenicity and genotoxicity. The drug is explicitly banned in food animals in China, the EU, and the US.
Other antibiotics found in excess, including enrofloxacin and florfenicol, can cause drug accumulation in the human body with prolonged consumption, potentially leading to gastrointestinal issues, bacterial resistance, and liver damage.
Regulatory measures have been introduced but implementation remains challenging. In March 2026, the Ministry of Agriculture and Rural Affairs issued technical guidelines for bullfrog quality safety and scientific drug use. In February 2026, new management measures took effect requiring online platforms selling agricultural products to attach compliance certificates.
Regulatory Responses Across Provinces
The investigation has triggered coordinated regulatory action beyond Fujian. The Chenghai District Market Supervision Administration in Shantou, Guangdong, issued a notice about two business entities - Shunlian Aquatic Products and Wadudu Food - according to Jiemian. The Raoping County administration in Chaozhou also sealed and tested products at a Shunlian Aquatic Products warehouse.

Experts recommend implementing a “test first, trade second” mechanism, with rapid testing and immediate quarantine of suspicious products. Regulatory oversight should also extend to the often-overlooked farming and transport stages of the supply chain.
As the investigation continues, the case highlights broader questions about food safety enforcement in China’s rapidly expanding aquaculture sector. The outcome of the Zhangzhou investigation and the county-wide rectification campaign will be closely watched as a test of whether regulatory measures can keep pace with industry growth.
The Dongshan County administration has pledged to handle the case strictly in accordance with the law and to protect consumer rights. Whether this marks a turning point for the bullfrog industry - or another case of temporary enforcement - remains to be seen.
