China Seizes Summer Window to Boost Experiential Consumption

China is capitalizing on its summer consumption peak to drive economic growth through experiential spending, as new data shows immersive entertainment and cultural tourism experiences are outpacing traditional goods consumption. The push comes as Beijing implements its newly approved 15th Five-Year Plan for Expanding Consumption, which explicitly targets cultivating experiential consumption as a key growth driver.

A Summer of Immersive Experiences

The shift from sightseeing to deep-participation experiences has become a defining feature of China’s summer consumption season. According to Xinhua News Agency, sales revenue from immersive experience categories such as performing arts and museums grew 28.3% and 24.6% year-on-year respectively in the first half of 2026. The national railway operated 1,797 tourism trains and 445 customized fan and supporter trains during the period, providing consumers with richer and more engaging experiences.

Railway summer transport data underscores the scale of the travel boom. As reported by CCTV via China Youth Daily, the national railway has already carried 432 million passenger trips in the first half of the two-month summer transport period, with 357 tourism trains operating in July alone. New high-speed rail lines, including the Xi’an-Shiyan route which carried 2.33 million passengers in its first month, are expanding travel capacity.

The 2026 National Summer Culture and Tourism Consumption Season, launched July 8 by the Ministry of Culture and Tourism in Haibei Tibetan Autonomous Prefecture, Qinghai Province, is organizing over 30,000 cultural tourism consumption activities nationwide and distributing more than 450 million yuan in consumption vouchers and subsidies through the end of August.

Policy Framework Takes Shape

The summer consumption push is anchored in a broader policy architecture. On July 2, the State Council approved the 15th Five-Year Plan for Expanding Consumption, a top-level policy document targeting social retail goods of approximately 60 trillion yuan by 2030. The plan includes 28 key task measures across six major areas, with a dedicated section on cultivating experiential consumption that calls for deepening technology application and strengthening creative leadership across retail, culture, tourism, health, and sports.

Complementing the plan is the Ministry of Commerce’s Three New pilot program, launched in September 2025 across 50 cities. As reported by 21st Century Business Herald, the program has collected over 6,000 projects from pilot cities, expected to drive more than 300 billion yuan in social investment, with the first batch of 8.6 billion yuan in support funds being disbursed.

The macroeconomic picture shows why experiential consumption matters. 21st Century Business Herald reported that H1 2026 service retail sales grew 5.3% year-on-year, 4.2 percentage points higher than goods retail. Tourism consulting and rental services retail rose 11.3%, while cultural and sports leisure services retail grew 10.4%. Tourism, sightseeing, and entertainment services sales revenue climbed 12.3% according to tax data. Total social retail goods reached 24.87 trillion yuan, up just 1.3%, highlighting the widening gap between goods and service consumption.

Sports Events Drive Regional Consumption

The Northeast Super League football tournament exemplifies how sports can catalyze experiential consumption across regions. As detailed by Dahe News, the first cross-provincial city football super league in China launched May 23 across Liaoning, Jilin, Heilongjiang, and Inner Mongolia, featuring 390 amateur players from eight city teams. Nearly 100,000 spectators attended the opening day, and Douyin topics related to the league surpassed 1 billion views within two days.

The league’s impact extends far beyond the pitch. Heilongjiang plans over 500 consumption promotion activities, Harbin is distributing more than 40 million yuan in tourism vouchers, Jilin is offering free first-ticket admission at dozens of scenic spots, and Inner Mongolia launched a 299 yuan cultural tourism card covering 120 scenic areas. This “ticket stub economy” approach converts event attendance into broader urban consumption, with fans using match tickets for discounts at local businesses.

Challenges in the Experiential Economy

Despite the momentum, the commentary by Guan Lixin, a researcher at the Ministry of Commerce’s Academy of International Trade and Economic Cooperation, published in Guangming Daily, identifies persistent challenges. Many businesses copy popular formats, leading to homogenization - ancient-style streets, internet-famous markets, and light shows increasingly look the same. Real-scene makeup experiences often focus on photo-taking without cultural explanation, and digital scenarios emphasize hardware over content narrative, resulting in low added value.

“Whether consumption scenarios can sustainably attract customers depends on content quality at the core,” Guan wrote, arguing that differentiation through local cultural resources and creative IP development is essential to escape the trap of copying viral projects.

Analysis and Implications

The experiential consumption push reflects a structural shift in China’s economic strategy. As 21st Century Business Herald noted, the 15th Five-Year Plan elevates consumption expansion from a policy tool for responding to short-term fluctuations to a strategic fulcrum supporting long-term growth. Fu Yifu, a special researcher at Su-Shang Bank, said the plan injects more lasting momentum into the domestic demand engine through institutional arrangements.

Guan Lixin emphasized that seizing the summer consumption golden window is both a pragmatic move to stimulate current consumption potential and a long-term strategy to implement the plan. She called for converting instantaneous visitor flows into overnight and long-term consumption, maximizing the efficiency of the traffic economy through integrated consumption scenarios that link sports events, scenic areas, museums, and commercial districts.

As the summer season continues through August, several indicators merit attention. The effectiveness of the Three New pilot program in generating sustainable consumption scenarios will be tested as initial projects come online. The Northeast Super League’s run through October will demonstrate whether sports-driven consumption can maintain momentum beyond the initial novelty. And the implementation details of the 15th Five-Year Plan’s experiential consumption provisions will reveal how local governments translate national policy into differentiated, high-quality offerings.

The broader question is whether China can sustain the shift from goods to experiential consumption. With service retail growing more than four times faster than goods retail, and immersive experiences growing at double-digit rates, the direction is clear. But as Guan Lixin cautioned, the challenge lies in moving beyond replication toward genuine innovation - a test that will define whether China’s experiential consumption boom becomes a lasting economic force or a passing summer trend.
