Chinese authorities have released the investigation report into a fatal sauerkraut pit poisoning accident in Haicheng, Liaoning Province, that killed four people in June 2025, citing a lack of confined space safety awareness and regulatory failures as key contributing factors. The Anshan City Emergency Management Bureau published the findings on August 3, according to Xinhua News.

The investigation team classified the incident as a “6·15” relatively major poisoning and suffocation accident and a production safety responsibility accident. On June 15, 2025, four people collapsed while cleaning a sauerkraut pit in Dawang Community, Xinghai Street, Haicheng City. All four died despite rescue efforts, with direct economic losses estimated at approximately 660,000 yuan (about $92,000), CCTV News reported.

Direct Causes and Blind Rescue

The investigation found that three workers—identified only by their surnames as Zhao Mouji, Wang Moulin, and Wang Mouzhi—entered the sauerkraut pit without any safety measures due to a lack of confined space safety knowledge. When residual sauerkraut waste liquid was disturbed, hydrogen sulfide (H2S) and other toxic gases volatilized and accumulated to lethal concentrations, causing all three to suffer poisoning and suffocation.

The pit owner, Zhao Moushan, discovered the incident but attempted a rescue without proper safety protection, which expanded the accident and resulted in his own death. This “blind rescue” pattern—where untrained individuals rush to help without understanding the danger—is a recurring and deadly sequence in confined space accidents across China.

Police conducted a forensic identification on one of the deceased, Wang Moulin. The identification opinion confirmed that his death was consistent with hydrogen sulfide poisoning, The Paper reported.

Regulatory Failures Exposed

The report also criticized local regulatory authorities for failing to enforce the ban on “large pit pickling” (大坑腌菜), a practice that had been officially eliminated in Liaoning in 2020. The investigation found that the Haicheng market supervision department’s oversight of townships and streets in fulfilling large pit pickling regulatory duties was “not strict or detailed,” and that the joint prevention and control mechanism to curb the practice was imperfect.

The Xinghai Street office was also faulted for failing to properly perform its duties in investigating and managing large pit pickling activities within its jurisdiction, Chinanews reported.

The report recommends that the Haicheng Market Supervision Bureau and Xinghai Street Office make written self-criticisms to the Haicheng Municipal Party Committee and Government, and that the Haicheng Municipal Party Committee and Government make written self-criticisms to the Anshan Municipal Party Committee and Government.

The ‘Large Pit Pickling’ Legacy

“Large pit pickling” refers to a method of mass-producing sauerkraut by digging large pits in the ground, lining them with plastic sheeting, and fermenting cabbage in them. The practice emerged in Liaoning in the 1990s as a low-cost, high-profit alternative to traditional home pickling methods.

At its peak, Liaoning had 16,283 pickling pits covering over 10,000 mu (about 667 hectares) of land, involving more than 2,600 farming households. These pits produced 1.3 million tons of sauerkraut annually—80 percent of national production—with an annual output value of 2 billion yuan, according to China Food News.

The practice posed significant health and environmental hazards. Poor sanitary conditions failed to meet national food safety standards, and the plastic sheeting used was often made from recycled plastic prohibited for food contact. Hydrogen sulfide and other toxic gases could accumulate in the pits, and wastewater contaminated groundwater. In 2015, pit wastewater in Xinmin City contaminated the drinking water supply, sickening over 1,000 people across seven villages.

Following a 2018 central government ecological inspection that identified “large pit pickling” as a key rectification issue, Liaoning issued bans starting in 2019. By September 2020, the province had filled in all 16,283 pickling pits, officially eliminating the practice that had persisted for over 30 years.

Implications and Questions

The accident raises significant questions about the effectiveness of the 2020 enforcement campaign. Despite Liaoning’s official declaration that all pickling pits had been filled in, this incident in June 2025 demonstrates that the practice continued, at least in some areas.

The case also highlights a persistent lack of confined space safety awareness in rural agricultural settings. The “blind rescue” pattern that claimed the pit owner’s life is a recurring tragedy in confined space accidents across China, where untrained individuals often become additional victims when attempting to help others.

As authorities implement the report’s recommendations, observers will be watching whether stronger enforcement measures and improved safety education can prevent similar tragedies in the future. The incident serves as a stark reminder that regulatory bans alone are insufficient without sustained enforcement and public awareness campaigns at the grassroots level.
