China’s energy sector marked two significant milestones on August 9, as five government departments’ new renewable energy consumption mandates took effect and the Bohai Sea’s first 100-billion-cubic-meter gas field reached full production. The twin developments underscore Beijing’s dual-track strategy of advancing clean energy adoption while securing domestic fossil fuel supply.

New Renewable Energy Consumption Framework

The National Development and Reform Commission (NDRC) and the National Energy Administration (NEA), together with three other ministries, issued the “Implementation Measures for Minimum Renewable Energy Consumption Targets and Renewable Energy Power Consumption Responsibility Weight System” (Order No. 42), which took effect on August 1. The measures establish China’s first-ever mandatory minimum renewable energy consumption target system, according to Xinhua News.

The framework creates a “dual-track” approach combining consumption-side rigid obligations with consumption-side territorial responsibility, dismantling the macro requirements of China’s carbon peak and carbon neutrality goals into quantifiable, assessable constraints. Officials from the NDRC and NEA stated that the primary objective is to guide the whole society to prioritize and actively consume renewable energy.

For the first time, the assessment system includes non-electric renewable energy consumption—covering heating and cooling, green hydrogen, ammonia, methanol, and biofuels—alongside traditional green power consumption. This expansion addresses a significant gap: non-electric renewable energy currently accounts for less than 1 percent of national energy consumption.

From Soft Encouragement to Hard Constraints

The policy shift represents a fundamental change in how China manages renewable energy adoption. Historically, the country’s renewable energy policy focused on supply-side expansion, driving installed capacity to 2.455 billion kilowatts by mid-2026—approximately 60.7 percent of total capacity, up 13.7 percent year-on-year. However, consumption-side constraints have remained weak, creating a structural contradiction between “producing enough” and “using it well.”

As Economic Information Daily reported, the new measures upgrade renewable energy consumption from voluntary participation to mandatory compliance for key energy-intensive industries. Electrolytic aluminum, steel, cement, polysilicon, and new data centers at national hub nodes are among the first sectors subject to binding green power consumption requirements.

The measures also establish differentiated regional weight growth mechanisms, addressing China’s geographic imbalance between renewable resource-rich western regions and high-demand eastern provinces. Eastern regions with high electricity demand but scarce renewable resources will see higher weight indicators to promote cross-regional green power consumption, while western regions will see moderate growth to alleviate wind and solar curtailment pressure.

Market Implications and Expert Analysis

Industry experts see significant market implications from the new framework. Sun Chuanwang, a professor at Xiamen University’s China Energy Economics Research Center, noted that the institutional arrangements build a dual-subject rigid constraint and closed-loop system that overall benefits the renewable energy industry. “Green hydrogen, ammonia, and methanol industries will become natural carriers of non-electric indicators, and transmission scale and costs are expected to further decline,” Sun said, as cited by Economic Information Daily.

Liu Guobin, Deputy Dean of the Electric Power Planning and Design Institute, described renewable energy consumption and absorption as the “twin engines” for achieving the national minimum target of renewable energy in energy consumption, according to IdeaCarbon.

The green certificate market is expected to become more active as companies purchase certificates to meet consumption targets, while traditional high-energy industries will face cost pressures alongside opportunities for green transformation. The policy also responds to explosive growth in computing power electricity demand, projected to increase by more than 100 billion kilowatt-hours annually during China’s 15th Five-Year Plan period.

Bohai Gas Field Reaches Full Production

In a complementary development, China National Offshore Oil Corporation (CNOOC) announced that the first phase of the Bozhong 19-6 gas field—the Bohai Sea’s first 100-billion-cubic-meter gas field—has been fully commissioned, with daily oil and gas equivalent production exceeding 5,200 tonnes, as reported by Xinhua News.

The field, located in the central Bohai Sea approximately 175 kilometers from Tianjin, holds proven natural gas geological reserves exceeding 200 billion cubic meters and proven oil liquid reserves exceeding 200 million cubic meters. Its reservoirs lie at depths exceeding 5,000 meters, with development complexity far exceeding conventional offshore oil and gas fields.

The Phase I development project successfully implemented 10 ultra-deep wells exceeding 6,000 meters, setting a record for the number of ultra-deep wells in Bohai oilfield development projects, with average well depth exceeding 5,500 meters.

Strategic Significance for Eastern China

China’s natural gas reserve distribution follows a “more in the west, less in the east” pattern, making the Bozhong 19-6 field strategically critical as the country’s largest gas field in the eastern region. According to CCTV News, the field has cumulatively produced over 2.8 billion cubic meters of natural gas, serving as a key force ensuring stable supply for the Beijing-Tianjin-Hebei and Bohai Rim regions.

The full commissioning comes during the critical peak summer energy demand period, further meeting the energy needs of regional residents and industrial production. The field’s development follows a strategy of “overall deployment, phased development, pilot first,” with Phase II drilling engineering already fully launched.

A Pragmatic Energy Transition

The simultaneous advancement of renewable energy policy and domestic fossil fuel development reflects China’s pragmatic approach to energy transition. Renewables address long-term decarbonization goals, while domestic gas development ensures near-term energy security and grid stability during the transition period.
