Inside China’s Sensor Valley: The Chip Momentum Driving Innovation
In a pristine cleanroom in Bengbu, a city in China’s Anhui Province, automated equipment hums silently as overhead cranes shuttle wafers through hundreds of precision processes. These silicon wafers are transformed into integrated circuit chips, then packaged and tested into temperature, pressure, and inertial sensors — the sensory “tentacles” powering smart vehicles and industrial equipment.
This is the scene at Anhui Huaxin Weina Integrated Circuit Co., Ltd., home to China’s first fully automated 8-inch MEMS (Micro-Electro-Mechanical Systems) wafer production line. The facility, which represents a total investment of 5.06 billion yuan, is at the heart of Bengbu’s ambitious “China Sensor Valley” project — a cornerstone of the city’s transformation from an old industrial hub into a high-tech manufacturing center.
According to Xinhua News, the production line currently produces 10,000 wafers per month, with plans to scale to 30,000 wafers monthly. More than 30 product types have been introduced since the first wafer came off the line in March 2025.
A City’s Industrial Reinvention
Bengbu, a city that rose to prominence through railways and industry in northern Anhui, faced significant challenges in the late 1990s as traditional industries including textiles, building materials, and chemicals lost competitiveness. After several unsuccessful transformation attempts, the city seized the opportunity presented by artificial intelligence and IoT technologies, leveraging its existing advantages in sensor R&D and manufacturing to designate smart sensors as its breakthrough sector.
“The transformation of an old industrial city must neither abandon its industrial foundation nor simply repeat past development models,” Jin Shengqing, Vice Mayor of Bengbu, told Xinhua. “Bengbu’s approach is to start from existing technological accumulation, promote deep integration of innovation, industry, capital, and talent chains, and transform comparative advantages into development advantages.”
The strategy appears to be paying off. In 2025, Bengbu’s smart sensor industry output value exceeded 10 billion yuan, a 29% year-on-year increase, according to China News. More than 200 upstream and downstream enterprises have gathered at the Sensor Valley, with over 40 specialized and innovative enterprises forming a complete industrial chain spanning materials, equipment, R&D design, wafer manufacturing, packaging and testing, and terminal applications.
The MEMS Breakthrough
The 8-inch MEMS wafer production line at Huaxin Weina represents a landmark achievement for China’s sensor industry. MEMS chips are the core components of smart sensors, and the production line integrates silicon-based MEMS, piezoelectric MEMS, CMOS-MEMS monolithic integration, and 2.5D/3D microsystem integration technologies. It covers inertial sensors, pressure sensors, optical MEMS actuators, environmental sensors, and inkjet print heads.
The line is positioned as an “open, customized MEMS foundry platform” to supply MEMS chips to smart sensor enterprises globally, addressing domestic production capacity shortages that have long been a bottleneck for China’s high-end sensor industry.
“The rapid development of embodied intelligence, low-altitude economy, and smart transportation industries has opened up vast space for smart sensors,” Zhang Shengbing, General Manager of Huaxin Weina, told Anhui Online.
According to CCID Consulting data, China’s sensor market reached 460.86 billion yuan in 2025. As artificial intelligence and the Internet of Things accelerate, sensors — often described as the “neurons” of industry — are evolving rapidly toward intelligence, miniaturization, and integration.
Building an Ecosystem, Not Just a Factory
Bengbu’s approach extends beyond manufacturing capacity. The city has implemented a comprehensive policy ecosystem designed to nurture the entire sensor industry chain.
On March 1, 2026, the “Bengbu City Smart Sensing Industry Promotion Regulation” took effect — China’s first local legislation focused on promoting the smart sensing industry. The 20-article regulation, approved by the Anhui Provincial People’s Congress Standing Committee on December 31, 2025, provides a legal foundation for the industry’s long-term stable development.
“Industrial cultivation is not a short-term project; it requires continuous effort,” Huang Shengkui, Director of the Legal Affairs Committee of Bengbu Municipal People’s Congress, told Xinhua. “Using legislation to protect industrial development sends a clear signal to enterprises and talent: the direction will not easily change, and support will not be abandoned halfway.”
The city has also issued the “Several Policies for Supporting the Development of China Sensor Valley (Version 2.0),” with individual project provincial support funds potentially exceeding 100 million yuan. An industrial development fund exceeding 7 billion yuan has been established, along with nine public pilot production lines for engineering validation and more than 40 provincial-level science and technology innovation platforms.
At the 8th MEMS Smart Sensor Industry Ecosystem Development Conference held in Bengbu on May 31, 2026, the city unveiled its first MEMS engineering tape-out coupon policy — offering enterprises up to 50% of tape-out costs, capped at 5 million yuan per enterprise per year. The conference also featured 4.58 billion yuan in intended agreements and the unveiling of a national key laboratory for heterogeneous and isomorphic integrated microsystems, as detailed by Phoenix Anhui.
The Ecosystem Advantage
Industry leaders say the true competitive advantage lies in the ecosystem itself. “Upstream and downstream are right next door; a technical concept can be realized at any time through collaboration. The industrial ecosystem is our greatest competitiveness,” Wang Shihe, Dean of the Industrial Research Institute of Anhui North Microelectronics Research Institute Group, told Xinhua.
This clustering effect is tangible. Smart sensor enterprises in Bengbu hold more than 550 invention patents, and China Sensor Valley ranked 6th among the top 10 high-quality sensor parks in China. Every one in three new energy vehicles in China uses a current sensor from Bengbu, according to industry data cited in OFweek’s coverage.
“The key to promoting the transformation of an old industrial city is to find the right direction, maintain firm determination, and build an ecosystem,” Ge Chenjun, Director of Bengbu Municipal Bureau of Industry and Information Technology, told Xinhua. “Let technology have a place to be validated, enterprises have capital to grow, and talent have a stage to perform, so everyone can work together toward the same goal.”
National Significance
The Sensor Valley story is part of a broader national narrative. The feature was published as part of Xinhua’s “Industry Development Opens New Chapter” series marking the opening year of China’s 15th Five-Year Plan (2026-2030). The plan explicitly lists sensors, instruments, and integrated circuits as core areas for key technological breakthroughs and industrial upgrading.
China’s sensor industry faces significant challenges: oversupply in low-end products and heavy dependence on imports for high-end products. The CCTV/新华社 report on the opening year of the 15th Five-Year Plan highlights Bengbu’s Sensor Valley as a prime example of how old industrial cities can reinvent themselves through technological innovation.
Wang Yuelin, Vice Chairman of the Chinese Society of Micro-Nano Technology, framed the significance in simple terms: “Artificial intelligence has not only a brain, but also limbs and five senses, all of which come from sensors.” He added that Bengbu’s creation of China Sensor Valley is “a well-chosen industrial direction.”
What’s Next
Bengbu’s ambition extends far beyond its current achievements. The city aims to build a 100-billion-yuan smart sensor industrial cluster, with plans to become the country’s leading hub for MEMS chip manufacturing. The production line at Huaxin Weina is targeting 30,000 wafers per month, which would significantly address domestic capacity shortages and support the localization of MEMS chips for automotive electronics and high-end equipment.
As the “fifteen-five” period unfolds, the Sensor Valley’s trajectory will be closely watched as a test case for how old industrial cities can leverage technological innovation to achieve economic transformation. With its combination of legislative support, industrial ecosystem development, and landmark manufacturing infrastructure, Bengbu is positioning itself as a critical node in China’s semiconductor supply chain.
