Lake Mead Hits Historic Low as Colorado River Crisis Deepens
Lake Mead, the largest reservoir in the United States, has plummeted to its lowest water level since it was filled some 90 years ago, marking a stark new milestone in the Colorado River’s deepening crisis. Water levels at the reservoir, which straddles the Arizona-Nevada border outside Las Vegas, hit 1,040.4 feet (317.1 meters) above sea level on Friday, according to AP News and federal data from the U.S. Bureau of Reclamation. The new record falls just below the previous low of 1,040.58 feet set on July 28, 2022.
A Crisis Decades in the Making
The record low underscores the severity of a water shortage that now threatens the livelihoods of tens of millions of people across the American Southwest. The Colorado River system serves seven Western states, 30 Native American tribes, and two northern Mexican states, providing drinking water to approximately 40 million people and irrigating about 5 million acres of farmland, including California farms that supply a significant portion of the nation’s fruit and vegetables.
“It’s extremely significant and extremely concerning,” said J.B. Hamby, chairman of the Colorado River Board of California and a board member of the Imperial Irrigation District, the largest user of the river’s water. “You have three-quarters of the population of the Colorado River Basin, some 30 million people, who are directly impacted by risks to Lake Mead.”
The lake has been falling every day since July 31, according to Bureau of Reclamation data, and is now at approximately 27 percent of its capacity. Federal officials do not believe the record will stand for long—modeling conducted in July forecasts that Lake Mead will continue to drop through much of the rest of the year.
The Perfect Storm of Drought and Climate Change
The Colorado River Basin has endured 25 years of persistent drought, but this past winter delivered an especially punishing blow. The 2025-2026 season produced the worst snowpack on record for the basin, with snow-water equivalent at just 61 percent of median across all monitoring sites above Lake Powell. Colorado and Utah experienced their lowest snowpack ever recorded, and the Colorado River headwaters saw snow-water equivalent at just 54 percent of median.
Climate change is fundamentally altering how much water reaches the river. Rising temperatures have reduced snowpack, changed precipitation patterns, and made runoff increasingly inefficient—last year, the Upper Basin saw only 41 percent of average streamflows despite initial forecasts of 81 percent.
“It’s grim and we obviously need to do something—and fast,” said Brad Udall, senior climate scientist at Colorado State University’s Colorado Water Center. “Mostly, I’m sad that we haven’t done more with all the knowledge we had. We’re asking people to do really hard things. But failure to do them has completely unacceptable consequences. We are living on the edge.”
A System Under Unprecedented Strain
Lake Mead’s decline is part of a broader collapse across the river system. Lake Powell, the country’s second-largest reservoir, is at 3,521.43 feet and has fallen almost 4 feet in the past 30 days. Federal officials say it will likely hit its lowest level ever by early spring. The combined water volume of both reservoirs hasn’t been this low since before Lake Powell began to fill in 1963.
Of the 54 Western reservoirs tracked by the Bureau of Reclamation, nine recently recorded their lowest levels in the last three decades. Since 2002, the reservoirs and aquifers in the basin have lost a combined 13.7 trillion gallons of water, according to recent NASA estimates.
“Breaking the record is further evidence of the uncharted territory that the Colorado River Basin now finds itself,” said Jack Schmidt, director of the Centre for Colorado River Studies at Utah State University.
Kathryn Sorensen, director of research at Arizona State University’s Kyl Center for Water Policy, offered a stark analogy: “Lake Mead and Lake Powell are essentially the region’s savings account, and we’ve been drawing it down for years because the river has been overallocated while enduring 25 years of persistent drought.”
Federal Action and State Resistance
The crisis has forced federal intervention. On July 31, the Bureau of Reclamation released a 10-year operating framework that calls for significant water-use cuts by California, Arizona, and Nevada—the Lower Basin states—while allowing voluntary reductions by Colorado, Wyoming, New Mexico, and Utah in the Upper Basin.
Under the plan, Lower Basin states could face collective cuts of up to 3 million acre feet per year through 2036. For 2027 and 2028, the Lower Basin could face cuts of 1.5 million acre feet annually, with Arizona losing 760,000 acre feet, California 440,000, and Nevada 50,000. The Arizona Department of Water Resources called the 3 million acre feet figure “unacceptable,” saying “such reductions would devastate Arizona’s water users and its economy.”
The plan comes after states missed repeated deadlines to reach a consensus agreement. The 2007 interim guidelines and 2019 drought contingency plans are set to expire in 2027, and negotiations have stalled over whether cuts should be mandatory across the entire basin. Without a seven-state agreement, experts warn of a growing possibility of legal battles between states, adjudicated by the Supreme Court.
What’s at Stake
The consequences of continued decline are severe. If Lake Mead drops to “dead pool” conditions, no water would flow out of the dam downstream to Arizona and California. Hydropower production at both Hoover Dam and Glen Canyon Dam could come to a halt if levels fall below critical thresholds—the electricity from Glen Canyon Dam alone serves more than 350,000 homes.
Federal officials said Thursday they will not release cool Lake Powell water from Glen Canyon Dam to protect the threatened humpback chub, whose habitat lies between the reservoirs. The Bureau of Reclamation has announced plans to release as much as one-third of the water in Flaming Gorge Reservoir upstream of Lake Powell to ensure hydropower production continues.
Adaptation and the Road Ahead
Some communities are already adapting. Water users in the Las Vegas area have cut per capita demand by 58 percent over the past 20 years, even as the population grew by 876,000 people. The Southern Nevada Water Authority completed a project in 2022 to ensure it could still pump drinking water from Lake Mead at low levels, including a new low-level intake closer to the lake’s bottom.
More than 250 million square feet of grass—the equivalent of 9 square miles—has been removed in the Las Vegas area, and authorities have helped residents purchase an estimated 45,000 removable swimming pool covers, saving at least 5.6 billion gallons from evaporating.
Yet experts stress that local conservation alone cannot solve a basin-wide crisis. The Bureau of Reclamation is expected to publish mandatory two-year operating guidelines in the coming days specifying exact cuts through 2028, anticipated to be around 20 percent for Lower Basin states.
Sarah Porter, director of the Kyl Center for Water Policy at Arizona State University, captured the prevailing mood: “There was very little snowpack last winter, and we’ve had one of the lowest runoff years on record… but it’s not a surprise to anyone who has been paying attention.”
As Lake Mead continues its historic decline, the question is no longer whether the Colorado River system can sustain current demands—it is how quickly and how equitably the region can transition to a future with significantly less water. The answer will determine the fate of 40 million people across the American West.
