China’s South-to-North Water Diversion Tops 90 Billion Cubic Meters

The South-to-North Water Diversion Project’s East and Middle Route Phase I has cumulatively transferred over 90 billion cubic meters of water to northern China as of August 10, 2026, according to the Ministry of Water Resources and China South-to-North Water Diversion Group. The milestone underscores the world’s largest water diversion initiative in addressing severe water scarcity across China’s arid northern regions.

The Middle Route Phase I alone accounts for over 80.05 billion cubic meters, while the East Route Phase I has contributed nearly 9.95 billion cubic meters to the cumulative total.

A Decade of Transformation

The Middle Route reached its 80 billion cubic meter milestone on August 7, 2026, benefiting nearly 118 million people across 27 large and medium-sized cities in Henan, Hebei, Tianjin, and Beijing, as China.org.cn reported. The 1,432-kilometer main canal spans four major river basins—the Yangtze, Huai, Yellow, and Hai—delivering water to 243 county-level areas along its path.

Since the East Route began operations in November 2013 and the Middle Route followed in December 2014, the project has fundamentally reshaped water distribution in northern China. Guangming Daily reported that diverted water now accounts for nearly 80 percent of Beijing’s central urban consumption, serving over 16 million residents. In Tianjin, almost all main urban tap water originates from the diversion project, benefiting more than 13 million citizens. Hebei’s supporting infrastructure delivers water to approximately 70 percent of the province’s population, while Henan’s network reaches 38 million residents across 15 prefecture-level cities.

Ecological Revival

Beyond municipal supply, the project has driven significant ecological restoration across the North China Plain. According to ECNS, the diversion has provided ecological water replenishment exceeding 13 billion cubic meters to more than 50 rivers and lakes along its route. The Baiyangdian wetland—the largest freshwater wetland in northern China—has improved from below Class V to a stable Class III water quality rating.

Groundwater levels in the Beijing-Tianjin-Hebei region have rebounded markedly, with shallow groundwater rising 3.19 meters and deep groundwater rising 8.46 meters compared to 2015 levels, as People’s Daily reported. Long-dormant natural springs in Hebei, including Xingtai Baiquan and Handan Heilongdong, have resumed flowing, and 50 rivers that had dried up have been reconnected, with the Yongding River now maintaining year-round water flow.

The project has fundamentally reversed the Hai River basin’s historic condition of “all rivers dry, all water polluted,” according to the China Daily Brief analysis.

Technological Innovation

The China South-to-North Water Diversion Group has deployed a digital twin scheduling framework that connects and controls over 60 reservoirs, enabling automated dispatch commands with a 99.91 percent success rate at station sluice gates. During ice-freeze periods over the past three years, the system delivered 534 million cubic meters of extra water beyond planned targets, as reported by Dahe Net.

The operator has also built a comprehensive water quality monitoring network comprising one center, five water quality laboratories, 21 automatic monitoring stations, and 30 fixed monitoring sections. The Middle Route has consistently maintained water quality at Class II or above on China’s surface water evaluation scale.

Strategic Significance
