Lake Mead Hits Historic Low as Colorado River Crisis Deepens

Lake Mead, the largest reservoir in the United States, has plummeted to its lowest water level since it was filled some 90 years ago, marking another alarming milestone in the Colorado River’s deepening crisis. Water levels at the reservoir, which straddles the Arizona-Nevada border outside Las Vegas, hit 1,040.4 feet (317.1 meters) above sea level on Friday, according to federal data from the U.S. Bureau of Reclamation — just below the previous record of 1,040.58 feet set on July 28, 2022.

A System Under Unprecedented Strain

The milestone comes as the Colorado River system faces its most severe stress in decades. Lake Mead, held back by Hoover Dam, is now at approximately 27 percent of its capacity. Its sister reservoir, Lake Powell, the country’s second-largest, stood at 3,521.43 feet as of August 6 — closing in on its own record low of 3,519.92 feet set in April 2023 — and is about 23 percent full.

In July, Lake Mead and Lake Powell hit their lowest combined storage level since 1957, when construction was wrapping up on Glen Canyon Dam and Lake Powell had not yet started to fill. The Colorado River supplies roughly 40 million people across seven U.S. states, tribal nations, and Mexico, making the reservoirs’ decline a matter of existential concern for the entire Southwest.

“It’s extremely significant and extremely concerning,” said J.B. Hamby, chairman of the Colorado River Board of California and a board member of the Imperial Irrigation District, the largest user of the river’s water. “You have three-quarters of the population of the Colorado River Basin, some 30 million people, who are directly impacted by risks to Lake Mead.”

Record-Low Snowpack Compounds the Crisis

The current decline was driven by the worst snowpack on record for the Colorado River Basin this past winter. Melting snow provides critical water for the river, and its absence has added stress on farmers, industry, wildlife, and hydropower producers. March 2026 was the warmest in Colorado in 132 years, according to the Colorado Climate Center, and over 83 percent of Wyoming is in severe or extreme drought.

Jack Schmidt, director of the Center for Colorado River Studies at Utah State University, framed the milestone as a teaching moment. “Every record that’s broken is a teaching moment,” Schmidt told Straight Arrow News. “When Babe Ruth’s home run record was broken, it was a monumental record, but it was only one home run. But what it is is a teaching moment to then reflect on what the context of that original record is that gets broken.”

Hydropower at Risk

Federal officials do not believe the record will stay where it is. According to modeling done in July, Lake Mead is forecast to continue dropping through much of the rest of 2026. The next major benchmark is the 1,035-foot elevation mark — when the reservoir drops to this level, several turbines at Hoover Dam will shut down, representing 70 percent of power generated. The Bureau of Reclamation’s 24-month projection anticipates Lake Mead will come extremely close to that threshold as water levels drop until November, and could fall below it by spring 2027.

Lake Mead peaked at 1,225 feet above sea level in July 1983 — the reservoir has lost more than 180 feet of elevation since its peak. The lake has been losing elevation daily since July 31, 2026.

Federal Intervention and State Reactions

After years of deadlocked negotiations among the seven basin states, the federal government stepped in. The Bureau of Reclamation’s proposal, released July 31, requires the Lower Basin states of Arizona, California, and Nevada to reduce water use by up to 3 million acre-feet annually through 2036 — about the amount that Arizona and Nevada receive and enough to serve more than 25 million people a year.

“The Department has a responsibility to ensure the Colorado River system remains reliable and resilient for the millions of Americans, communities and industries that depend on it,” Interior Secretary Doug Burgum said in a statement.

The proposal has drawn sharp reactions. Arizona Gov. Katie Hobbs called the cuts unacceptable, while the Arizona Department of Water Resources said the proposed cuts would devastate its water users and economy. California leaders called it an important milestone but not the finish line, and Nevada officials called the proposed reductions unrealistic and devastating.

Arizona Department of Water Resources director Tom Buschatzke acknowledged the gravity: “Those are a lot of potential devastating impacts — and a lot of uncertainties for all of us.”

Rhett Larson, a water law professor at Arizona State University, offered a stark framing: “We are not running out of water. We’re running out of cheap water.”

A Tough Choice for Wildlife and Power

Adding to the system’s strain, federal officials announced they will not release cool Lake Powell water from Glen Canyon Dam this year to protect the threatened humpback chub. The decision, made to preserve hydropower generation under already strained conditions, means invasive smallmouth bass could spawn in the river below the dam, threatening the native fish.

“We’ve proven that the cool mix flows are the most effective way to mitigate the smallmouth bass invasion in the Grand Canyon,” said Matt Rice, director for the southwest region for the conservation group American Rivers. “Hopefully it’s not a death sentence to humpback chub.”

What to Watch For

The Bureau of Reclamation is expected to release its formal operating plan for the 2027 water year, which begins in October, in the coming days. Wyoming State Engineer Brandon Gebhart, who represents Wyoming on the Upper Colorado River Commission, emphasized the importance of continued negotiation among the states.

“The best way to avoid litigation is to get to an agreement among the seven states,” Gebhart told Cowboy State Daily. “Wyoming remains fully committed to that. I truly believe a seven-state agreement is much better than litigation or congressional intervention.”

Of the 54 Western reservoirs tracked by the Bureau of Reclamation, nine recently recorded their lowest levels in the last three decades. As Schmidt noted, the world is now warmer with less runoff. “Even if we were to have a big El Nino winter,” he said, “the soils are so dry, and the world is so much warmer than it was the last time we had gigantic El Nino years that we really are in uncharted territory.”

The question now is not whether the Colorado River system can recover to its former abundance, but how quickly the region can adapt to a new, drier reality — and whether the reservoirs’ decline can be slowed before the consequences become irreversible.
