China Urges Global Action to Curb Israel-Palestine Violence
China’s Permanent Representative to the United Nations, Ambassador Fu Cong, called on the international community to take swift action to curb the escalating violence in the Israel-Palestine conflict during an emergency Security Council meeting on August 11. Speaking at the Council’s 10207th meeting on the Middle East, Fu urged member states to “fully curb conflict violence, save innocent lives, and defend fairness and justice,” according to Xinhua News.
A Deteriorating Situation
The emergency session was convened as UN officials described the West Bank as being at a “breaking point,” with settler violence reaching unprecedented levels. Ramiz Alakbarov, the UN Deputy Special Coordinator for the Middle East Peace Process, told the Council that the situation results from “decades of unresolved conflict that has deepened the unlawful Israeli occupation, driven the Palestinian Authority to the brink of collapse and undermined the prospects for an independent, viable and sovereign Palestinian State,” as reported in the UN Press Release.
So far in 2026, 76 Palestinians have been killed in the West Bank by Israeli forces or settlers, including 18 children, while three Israelis were killed in confrontations with Palestinians. Approximately 3,800 Palestinians — nearly half of them children — have been displaced due to settler violence, demolitions and evictions, with many incidents occurring in the presence of Israeli forces. The UN has documented more than 1,430 settler attacks this year, affecting about 260 Palestinian communities, according to Arab News.
Israeli authorities have also approved or advanced about 12,360 housing units in the West Bank in 2026, with $431 million allocated to support 34 new settlements — a pace that UN officials say is advancing de facto annexation of the territory.
Fu Cong’s Three-Point Framework
In his address, Fu Cong outlined a three-point framework for addressing the crisis, as detailed in the Chinese UN Mission’s official statement.
First, he stressed the need to respect the basic rights of the Palestinian people. “The lives of Palestinian people are just as precious as those of all other peoples,” he said, emphasizing that the international community must correct any actions that deny or violate Palestinian legitimate rights.
Second, Fu called for effective measures to stop the conflict violence. He described the forcible entry into the UNRWA Kalandia Training Centre on two occasions — including on July 27 while classes were in session — as “shocking,” and demanded that Israel halt settlement activities, curb settler violence, and ensure serious accountability.
Third, he urged the revitalization of the political prospects of the two-state solution. “The ‘two-state solution’ is the only viable path recognized by the international community for resolving the Palestinian question,” Fu stated. “Any hesitation, doubt, or wavering is unacceptable.”
Gaza Ceasefire at a Crossroads
The ceasefire in Gaza has now been in place for 300 days since October 11, 2025, yet a durable peace remains elusive. Fu Cong noted that “the fundamental problem is not the lack of a ceasefire plan, but the lack of political will for a ceasefire.” According to Gaza’s Health Ministry, 1,257 Palestinians have been killed and 4,131 wounded since the ceasefire took effect, as reported by the Palestine Chronicle.
Meanwhile, Israel’s military control over Gaza has expanded significantly. At the start of the ceasefire, Israel controlled approximately 53% of the territory; by July 2026, that figure had grown to 67-70%, according to NPR. The shifting lines of control have restricted humanitarian access and led to continued casualties in areas near the military’s expanding zones.
Broader Regional Pressures
The Security Council meeting took place against a backdrop of significant regional turmoil. The US-Israeli military operations against Iran, launched on February 28, 2026, and the subsequent ceasefire that took effect on April 8, have reshaped the Middle East’s strategic landscape. According to the Jerusalem Post, Pakistan’s defense minister reported on August 11 that the US and Iran were nearing “some sort of an arrangement,” while the US continues to enforce a naval blockade on Iranian ports in the Gulf of Oman.
Fu Cong emphasized that against this backdrop of intensifying regional turmoil, “the Palestinian question cannot be ignored or marginalized.” He called on nations with significant influence over the parties to take concrete action to de-escalate tensions.
A Consistent Position
China has consistently supported the two-state solution as the only viable path to resolving the Israeli-Palestinian conflict. Fu reaffirmed Beijing’s stance, stating: “China has always stood on the side of peace, on the side of justice, and on the side of conscience on the Palestinian question.” He pledged that China will continue to support the Palestinian people’s just cause of reclaiming their legitimate national rights and work toward ending their suffering.
What to Watch For
As the ceasefire approaches its first anniversary, several key questions remain: Will Israel and Hamas move forward with the second phase of the ceasefire agreement? Can the international community translate its rhetoric into concrete pressure on the parties? And will the Palestinian Authority’s financial crisis — with Israel withholding approximately $6 billion in tax revenues — be resolved before it triggers a broader collapse?
For China, the Palestinian question remains a cornerstone of its Middle East diplomacy. Beijing’s role as a consistent voice for the two-state solution, coupled with its growing influence in the region, positions it as a potentially significant player in any future peace efforts. As Fu Cong made clear, China views the Palestinian issue not as a peripheral concern but as central to regional stability — and it is calling on the international community to match its words with action.
