China Accelerates AI Integration in Transportation Sector

China is rapidly accelerating the deployment of artificial intelligence across its transportation sector, with the Ministry of Transport unveiling a comprehensive framework that identifies 41 key application scenarios spanning intelligent driving, smart highways, intelligent railways, and autonomous shipping systems. The initiative represents one of the most extensive AI integration efforts in any single industry sector globally.

Strategic Push for AI-Powered Transport

The Ministry of Transport is advancing the deep integration of AI with transportation infrastructure, focusing on four key directions: infrastructure, vehicles and equipment, transport services, and industry governance, according to Xinhua News. At a special press conference held on August 20, Xu Wenqiang, Director of the Ministry’s Science and Technology Department, described transportation as “the main artery of the national economy, and also the super real-world testing ground and main battlefield for AI deployment at scale.”

Building the Policy Framework

The current push builds on a series of policy milestones. In September 2025, the Ministry of Transport, together with six other departments, issued the “Implementation Opinions on ‘AI + Transportation’,” creating a comprehensive roadmap for AI integration, as reported by Economic Daily. The framework established a “1+N+X” comprehensive transportation large model architecture: one set of general technical infrastructure, N types of vertical domain models trained on high-quality sector-specific datasets, and X intelligent agents for specific business scenarios.

In June 2026, the Ministry issued the “Typical Application Scenarios Innovation Action Plan for ‘AI + Transportation,’” following the implementation path of “technology breakthrough - scenario verification - industry development - system upgrading.” The plan, as detailed by IT Home, sets up three types of scenarios: application promotion, innovation demonstration, and key breakthrough.

Ten Directions, 41 Key Scenarios

The Action Plan focuses on ten major directions: intelligent driving, smart highways, intelligent railways, intelligent shipping, smart civil aviation, smart postal services, intelligent construction and maintenance, smart travel services, smart freight, and intelligent safety supervision. These span all transportation modes—road, rail, water, aviation, and postal services—covering the full lifecycle of infrastructure construction, management, maintenance, and operation.

The Ministry has identified 41 key scenarios for the first batch, including highway operation status intelligent monitoring, railway equipment autonomous health management, and ship formation intelligent navigation. Implementation is scheduled to begin this year, with plans for over 100 pilot projects and the gathering of more than 1,000 innovative entities.

Intelligent Driving as Priority Track

Intelligent driving has been identified as the primary breakthrough track. The plan calls for the development and testing of “end-to-end” large models for intelligent driving, covering scenarios such as highway freight, park transportation, and short-distance shuttle services. According to China Youth Daily, the plan supports building a comprehensive, multi-level intelligent driving evaluation system spanning simulation environments, closed test sites, and real roads.

Xu Wenqiang explained that the core goal of the plan is to “break down supply-demand barriers between technology and industry, actively opening real high-value transportation scenarios to AI companies while guiding the transportation industry to embrace new technologies.” The aim is to eliminate the gap between “technology providers who don’t understand business” and “business operators who don’t understand algorithms.”

Regional Implementation and Data Infrastructure

Provinces are developing their own implementation plans to complement the national framework. Jiangsu Province, for example, has set targets of 100 typical application scenarios and 20 industry vertical large models by 2027, according to Jiangsu China News. Henan Province aims to establish 20 benchmark scenarios and 15 high-quality industry datasets by 2028, as reported by Dahe News.

The Ministry is also partnering with the National Data Administration on the “Hundred Data Competition” innovation action, planning to build a high-quality transportation data resource system within 3-5 years. Application safety guidelines have been issued establishing six major safety governance principles.

Analysis: An Ecosystem-Building Approach

Gao Chengyuan, Deputy Secretary-General of the Guangdong Provincial Social Policy Research Association, described the initiative as “not a simple technology policy, but an ecosystem-building plan anchored on scenarios, connected by data, and aimed at industrialization.” He noted that for investors, “paying attention to ‘who controls transportation scenario data operations’ is more valuable than ‘who has stronger algorithms.’”

Enterprise strategy expert Huo Hongyi said the Action Plan “marks the transition of ‘AI + Transportation’ from the technology exploration stage to the critical period of scenario-based implementation.”

What’s Next

By 2030, China aims to open a batch of high-value application scenarios, form a batch of high-level algorithm models, and see the emergence of new infrastructure, new technology equipment, new service models, and new industrial forms in the “AI + Transportation” field. The plan explicitly calls for AI technologies to be prioritized for application in poor working environments and high-risk scenarios, while emphasizing careful management of deployment pace to minimize employment impacts, particularly for intelligent driving and unmanned delivery technologies.

As Vice Minister Li Yang noted at a December 2025 press conference, “The transportation sector has diverse scenarios, rich data, and enormous application demand—it is a vast application scenario and industry for AI.” The coming years will reveal how effectively China translates this ambition into operational reality across its sprawling transport network.
