China Opens Humanoid Robot Standards Draft for Comment
China’s Ministry of Industry and Information Technology (MIIT) has announced that its draft Guidelines for Building the National Humanoid Robot Industry Standards System (2026 Edition) will be open for public consultation from August 25 to September 23, according to Xinhua News. The initiative represents a significant step in Beijing’s push to lead the emerging humanoid robotics sector through systematic standardization.
The draft proposes completing at least 100 key standards by 2028, covering humanoid robot capability testing and evaluation methods, key technologies, platforms and systems, application scenarios, and safety governance. It also targets more than 200 enterprises promoting and implementing the standards by that time, as reported by the MIIT official announcement.
Context: A Sector in Hyperdrive
The standards push comes as China’s humanoid robot industry accelerates at an unprecedented pace. The country has designated 2026 as the “first year of humanoid robot commercialization,” with global humanoid robot shipments in the first half of the year reaching approximately 19,000 units, of which Chinese manufacturing accounted for 97%, according to an analysis by Axis Intelligence.
China’s humanoid robot output was approximately 20,000 units in 2025, and MIIT projects more than 100,000 units in 2026 — a fivefold increase. As of July, China had developed more than 400 humanoid robot models, over half of the global total.
The SCIO English report notes that the push for standards comes as China steps up efforts to deploy humanoid robots in real-world settings. In June, the MIIT and China’s state assets regulator launched a training initiative targeting application validation and regular deployment in representative scenarios by the end of 2026, as well as deployment capacity at the 10,000-unit scale.
Building the Standards Framework
The draft guidelines establish a framework organized around six key areas: basic commonality, brain-inspired and intelligent computing, limbs and components, complete machines and systems, applications, and safety ethics. The framework will be developed under the principles of “systematic and comprehensive, prioritizing urgent needs, and allowing for dynamic updates.”
Key standardization priorities include:
- Standardizing humanoid robot capability grading methodology
- Standardizing unique identifier definitions, coding rules, and identification mechanisms
- Requirements for humanoid robots in structured and semi-structured industrial environments
- Ethical constraints and social impact assessment standards for technology R&D and application
The draft defines humanoid robots as “a new generation of AI-driven intelligent terminals with human-like forms and capabilities that can autonomously perform complex tasks.” More than 100 humanoid robot-related standards are already under development or preliminary research in China and abroad.
A Systematic Approach to Standardization
This initiative builds on a broader standardization effort that began in December 2025, when MIIT established the Standardization Technical Committee on Humanoid Robots and Embodied Intelligence (MIIT/TC08), according to an analysis by SESEC. The committee comprises 76 members, with more than 50% from enterprises, all Chinese-owned.
In February 2026, the committee released the Standard System for Humanoid Robots and Embodied Intelligence (2026 Edition) — China’s first national-level standards system for this sector — at the Humanoid Robots and Embodied Intelligence Standardization (HEIS) Annual Meeting in Beijing, as reported by the China Association for Science and Technology. The current draft guidelines represent the next step in translating that standards system into specific implementation guidelines.
Market Response and Industry Momentum
The announcement has already registered in financial markets. As of midday close on August 25, the robot ETF E Fund (159530) benchmark Guozheng Robot Industry Index rose 1.2% against the market trend, according to the 21st Century Business Herald.
Industry momentum extends beyond standards. Unitree Robotics, the first pure-play humanoid robotics company with public market pricing, listed on the Shanghai Stock Exchange STAR Market on August 19, closing its first day at RMB 845 per share against an IPO price of RMB 150.80. The Second World Humanoid Robot Games, held in Beijing from August 22-26, drew 666 teams from 16 countries with over 2,000 robots competing in 51 events.
What to Watch
The public comment period running through September 23 will allow industry stakeholders, researchers, and the public to shape the final guidelines. The standards framework will be critical as China moves from production capacity to commercial deployment — a transition that the China Energy News reports is already underway through the MIIT-SASAC real-scene training initiative targeting 100+ high-value application scenarios and 10,000-unit scale deployment capacity.
With the 15th Five-Year Plan (2026-2030) positioning intelligent robots as a core carrier for developing new quality productive forces, and the global embodied intelligence market projected to reach $1.5 trillion by 2030, China’s standardization push is likely to have significant implications for the global humanoid robotics landscape. The final guidelines, expected after the comment period closes, will signal how Beijing intends to shape the rules of the road for this transformative technology.
