World’s Largest Underwater Shield Tunnel Opens in China
China opened the world’s largest diameter underwater shield tunnel to traffic on August 25, 2026, marking a landmark achievement in global tunnel engineering. The Jinan Huanggang Road Yellow River Tunnel in Shandong Province cuts the crossing time over the Yellow River from approximately 30-40 minutes to just 5 minutes, according to Xinhua News.
A Record-Breaking Engineering Feat
The 5,755-meter tunnel, invested by Jinan Urban Construction Group and constructed by China Railway 14th Bureau Group, features a single-tube double-deck design with two-way six lanes. The shield section stretches approximately 3,290 meters and was bored using the “Shanhe Hao” shield machine with a 17.5-meter excavation diameter, making it the world’s largest underwater shield tunnel. It is also China’s first single-tube double-deck shield tunnel crossing the Yellow River, as China News Service reported.
The tunnel’s innovative single-tube double-deck configuration, with the upper deck carrying southbound traffic and the lower deck handling northbound flow, represents a significant departure from conventional twin-tube designs. Zhou Xiang, senior engineer and site manager at China Railway 14th Bureau Group, explained that “one excavation yields two layers, achieving the traffic function of two tunnels. This design not only saves precious underground space but also reduces project investment by about 15%.”
Conquering the “Suspended River”
The construction posed extraordinary geological challenges. The Yellow River’s Jinan section is a typical “suspended river on the ground,” with the riverbed elevated about 5-6 meters above the urban area on the south bank. Zhou Xiang noted that “compared with conventional-diameter and large-diameter shield machines, the system integration of 17-meter-class ultra-large-diameter shield machines is more complex, and the manufacturing difficulty, construction difficulty, and risk coefficient increase geometrically.”
Engineers had to navigate highly adhesive silty clay formations and irregularly distributed “Yellow River stones”—calcium carbonate concretions with hardness up to 41 MPa spread across a 2,000-meter section. Zhou Xiang described the challenge vividly: “This is like traveling through sticky rice cake full of walnuts—you need to prevent both ‘sticking to teeth’ and pump jamming and tool damage.”
The team developed diamond cutters, rock crushers, and dual-pipeline hydraulic rock extraction devices, achieving the first-ever continuous 3.3-kilometer boring under the Yellow River without changing cutters. This contributed to world-record performance for 17-meter-class shield construction, with a maximum daily advance of 18 meters and monthly advance of 426 meters, as documented by China Youth Online.
Precision Engineering Under Extreme Conditions
One of the most formidable technical hurdles was controlling the buoyancy of the massive tunnel segments. “The larger the diameter, the greater the buoyancy. With a 16.8-meter segment outer diameter, each meter generates nearly 200 tons of buoyancy, equivalent to being pushed upward by more than 100 cars simultaneously,” Zhou Xiang explained.
To counter this, the project team applied their self-developed fourth-generation synchronous double-liquid grouting technology. Xue Yongchao, a project team member, described the process: “This process synchronously injects double-liquid slurry between the segments and the stratum, which forms a gel-like state in just over 10 seconds and achieves early strength in 30 minutes, like putting a fast-solidifying ‘golden bell jar’ on the segments.” Monitoring confirmed that tunnel segment floating was controlled within 5 millimeters—equivalent to controlling the rise and fall of each of the 1,600-plus segments to the thickness of a fingernail.
The project also addressed environmental concerns, as the tunnel runs adjacent to a first-level water source protection area. The team pioneered a “flocculation + concentration + filter pressing” mud treatment process that processes nearly 600 cubic meters per hour, improving efficiency by 50% while reducing filter cake moisture content to below 30%, achieving zero external discharge.
Strategic Significance for Jinan’s Development
The tunnel is a critical component of Jinan’s ambitious “Four Bridges and Four Tunnels” cross-Yellow River infrastructure plan, which aligns with the national strategy for ecological protection and high-quality development of the Yellow River basin. The project supports the transformation of Jinan from a city that historically avoided the river to one that embraces it, marking the transition from the “Daming Lake Era” to the “Yellow River Era.”
The tunnel connects Jinan’s main urban area with the Jinan New and Old Kinetic Energy Conversion Pilot Zone, a national-level strategic development area. According to the Jinan Municipal Government, the project is expected to significantly boost cross-river economic integration and enhance the city’s regional influence.
In a move to encourage cross-river development, the tunnel offers free passage for Jinan-registered passenger vehicles with nine seats or fewer, effective from the opening day, as reported by Sohu News. This policy mirrors similar measures on other cross-Yellow River bridges and tunnels in the city.
A Milestone for Global Tunnel Engineering
The project’s completion represents more than a regional infrastructure win. Engineers overcame 28 major technical challenges and filed 22 patents, forming a complete technical system for 17-meter-class shield construction. The tunnel also featured the “Five Senses and One Brain” intelligent equipment system, enabling full-process sensing, early warning, and intelligent decision-making.
Qian Qihu, an academician of the Chinese Academy of Engineering, praised the achievement: “The tunnel construction process is highly intelligent, mechanized, and green, and will push China’s shield tunnel technology forward by a big step.”
What’s Next
With the Huanggang Road Tunnel now operational, three of the four planned cross-Yellow River tunnels are complete. The Hangtian Avenue Yellow River Tunnel is in its final construction phase and is expected to open later in 2026 or 2027, completing Jinan’s “Four Tunnels” plan. As the city continues its “Yellow River Era” development, the cumulative impact of these crossings on regional traffic patterns, economic integration, and urban expansion will be closely watched.
