China Deploys Digital Rural Plan for 15th Five-Year Plan
China’s top internet, agriculture, and industry authorities have jointly issued a sweeping action plan to accelerate “high-quality” digital development across the countryside during the 15th Five-Year Plan period (2026-2030), setting eight headline targets and 24 work measures aimed at closing the urban-rural digital divide.
The Digital Village High-Quality Development Action Plan (2026-2030) was issued by the Cyberspace Administration of China (CAC), the Ministry of Agriculture and Rural Affairs, and the Ministry of Industry and Information Technology, Xinhua reported on September 11. The plan implements the 15th Five-Year Plan outline and builds on the 2019 Digital Village Development Strategic Outline.
Baseline: What the 14th Five-Year Plan Achieved
The new plan arrives on the back of substantial gains during the previous five-year period. According to an official question-and-answer document released by the CAC, China has already achieved “county-county gigabit, township-township 5G, village-village broadband,” with administrative-village 5G coverage exceeding 95 percent.
Rural internet penetration rose to 69.5 percent, narrowing the urban-rural gap by 8.3 percentage points compared with the end of the 13th Five-Year Plan. More than half of rural adults—50 percent—now hold at least basic digital literacy and skills.
The rural digital economy has expanded sharply. Agricultural production informatization has grown by roughly two percentage points per year, while rural online retail sales surpassed 3 trillion yuan (about $420 billion) in 2025, up 67.6 percent from the end of the 13th Five-Year Plan. New occupations such as agricultural digitalization technicians and AI data-annotation specialists have emerged, expanding nearby employment.
Public services have followed. The National Smart Education Platform has gathered more than 130,000 K-12 resources, the telemedicine service network now covers all cities and counties nationwide, and rural financial services have extended into villages. On governance, the national e-government extranet township connectivity rate reached 99.4 percent.
The Five Pillars of the New Plan
The action plan organizes its 24 tasks under five areas, detailed in the full plan text: strengthening the development foundation; raising the digitalization of rural industry; raising the informatization of rural construction; raising the intelligence of rural governance; and stimulating endogenous momentum.
On infrastructure, the plan calls for deepening universal telecom service and “Broadband Frontier” construction, deploying rural 5G and gigabit optical networks as needed, and exploring high-throughput satellites and low-orbit satellite internet to serve remote areas. It also promotes blockchain for agricultural product traceability and village collective asset management, and expands “low-altitude economy” applications in agriculture.
For industry, the plan targets smart agriculture through better integration of land, seed, machinery, and methods with digital tools; a digital scene certification system for smart farms; and breakthroughs in agricultural sensors, specialized chips, core algorithms, and robots. It also advances rural e-commerce and support for new-energy vehicles and green smart home appliances going to the countryside.
On rural construction, measures span digital education—including smart education terminals and education AI agents in rural schools—digital health through compact county medical communities, and digital inclusive finance using “digital + credit + guarantee” models. A “smart beautiful villages” initiative covers integrated ecological monitoring and rural pollution-source tracking.
For governance, the plan deepens informatization of rural party, government, and financial affairs, promotes “fully online” and “inter-provincial” handling of high-frequency matters, and deploys AI large models for smart guidance and policy interpretation. It commits to combating rural telecom fraud, online gambling, and illegal finance.
The Eight Indicators for 2030
The plan sets eight main development indicators to be achieved by 2030: the rural internet penetration rate; the contribution rate of agricultural scientific and technological progress; national rural online retail sales; the share of administrative villages with village-level integrated delivery and logistics service stations; coverage of smart comprehensive management and service villages; the share of township health centers with medical imaging centers of compact county medical communities; annual online cultural activities by county- and city-level cultural centers; and the share of rural adults with at least basic digital literacy and skills.
The design reflects what officials describe as a “people-centered” approach—balancing “hard” infrastructure and industry support against “soft” governance, livelihood, and digital-literacy construction.
Why It Matters
The plan is the sectoral expression of a broader push. The 2026 Central Document No. 1 first proposed a “digital village high-quality development action,” tasking authorities with improving rural and remote network coverage and integrating artificial intelligence with agriculture. Officials framed the new plan as a response to a new round of technological revolution.
It also explicitly invokes the “Thousand Villages Demonstration, Ten Thousand Villages Renovation” experience—a celebrated rural revitalization model from Zhejiang—as its guiding approach, alongside the concepts of “new quality productive forces” and “synchronized four modernizations.”
Market analysts took notice. 21st Century Business Herald highlighted provisions on satellite internet for remote areas, breakthroughs in agricultural sensors and chips, and support for new-energy vehicles and smart appliances in rural markets. 10jqka, a financial news platform, mapped the plan to listed sectors including smart agriculture, sensors, and rural e-commerce.
The plan lands amid a coordinated wave of 15th Five-Year Plan sectoral strategies issued in September 2026, including a separate intelligent connected new-energy vehicle industry plan targeting a 70 percent NEV share by 2030—signaling a government-wide rollout of five-year sector frameworks.
What’s Next
Implementation will run through China’s national informatization development coordination mechanism, with the CAC leading coordination alongside the agriculture and industry ministries. The plan calls for regular monitoring and analysis, strengthened theoretical research and policy interpretation, and promotion of model cases.
Notably, the document includes an explicit warning against formalism and bureaucratism, urging authorities to “proceed from regional realities” and “do what one can within one’s means”—a reflection of Beijing’s recurring concern that local cadres may pursue headline targets over substantive results. The plan mandates tiered, classified advancement by village type—suburban-integration, agglomeration-upgrading, characteristic-preservation, and relocation-merged.
Because the plan is a framework, provincial and local implementation blueprints are expected to follow, adapted to local conditions. The full 2030 numerical targets for each of the eight indicators were not spelled out in the accessible official text, leaving room for follow-up guidance.
The larger question is execution. China has demonstrated it can build rural connectivity at scale; the new plan bets that the harder task—turning that infrastructure into sustainable industry, services, and governance gains—can be delivered by 2030.
