Gansu Opens Public Review of Six Official Promotions

The Organization Department of the Communist Party of China’s Gansu Provincial Committee has issued a pre-appointment public notice naming six officials slated for promotion to prefecture-level leadership posts, opening a five-working-day window for public comment that began September 14 and runs through September 18.

The notice, dated September 13 and carried by People’s Daily’s organization and personnel channel, lists the candidates under the heading “brief circumstances of the public notice subjects (ordered by surname stroke count).” It states that the officials are being put forward “to accept the supervision of the broad masses of cadres and the public.”

The Candidates

The six nominees span county-level party secretaries, a county mayor, and a non-Communist party figure, and are proposed for roles including vice mayor, party standing committee member, and a local political consultative conference vice chairmanship.

  • Li Shenghu — Born November 1976, Han ethnicity, in-service university degree, CPC member. Currently Party Secretary of Jinchuan District in Jinchang City and a Second-Level Inspector, proposed as a candidate for Vice Mayor of a city or prefecture government.
  • Yang Cong — Born April 1979, Yi ethnicity, graduate degree with a PhD in Science, CPC member. Currently Party Secretary of Chongxin County and a Second-Level Inspector, proposed as a candidate for Vice Mayor.
  • Xiao Zhengming — Born October 1976, Han ethnicity, in-service university degree, CPC member. Currently Party Secretary of Yongdeng County and a Second-Level Inspector, proposed as a member of a city or prefecture Party Standing Committee.
  • Zou Zhiping — Born January 1974, Han ethnicity, in-service university degree, a member of the China Association for Promoting Democracy (Minjin), a non-Communist “democratic party.” Currently acting Vice Chair of the Minjin Jiuquan Municipal Committee, proposed as a candidate for Vice Chairman of a city or prefecture political consultative conference (CPPCC).
  • Ku Meisijian — Born April 1980, female, Kazakh ethnicity, Provincial Party School graduate degree, CPC member. Currently Deputy Party Secretary and County Mayor of Aksai Kazakh Autonomous County, proposed as a member of a city or prefecture Party Standing Committee.
  • Zhang Jianqiang — Born September 1973, Han ethnicity, Provincial Party School graduate degree, CPC member. Currently Party Secretary of Dangchang County, proposed as a candidate for Vice Mayor.

How the Process Works

The notice invites the public to report any problems affecting the appointments in five vetting categories — virtue, ability, diligence, performance, and integrity. Submissions may be made by telephone, text message, online, in writing, or in person. The receiving unit is the Cadre Supervision Division of the Provincial Party Committee Organization Department, reachable via a dedicated reporting hotline and an online portal listed in the notice.

According to the notice, if any reported issues are substantiated, authorities will investigate and feed the results back to those who filed complaints with attribution. “If there are no problems affecting appointment, the appointment procedures will be handled according to relevant regulations,” it states.

Such pre-appointment public notices are a routine transparency mechanism in China’s cadre selection system, established under regulations such as the 2019 “Regulations on the Selection and Appointment of Party and Government Leading Cadres.” Candidates typically hold inspector or researcher ranks before promotion to substantive leadership roles.

A Multi-Ethnic Slate and Coalition Politics

The list reflects Gansu’s multi-ethnic composition and the appointment conventions of China’s United Front system. Yang Cong is of Yi ethnicity, and Ku Meisijian is a member of the Kazakh ethnic group who currently heads Aksai Kazakh Autonomous County. Zou Zhiping’s nomination to a CPPCC vice chairmanship is consistent with the practice of allocating certain consultative and legislative posts to figures from China’s eight officially recognized non-Communist parties.

The notice also represents a further step in some officials’ career progression. Li Shenghu was previously subject to a separate pre-appointment notice in May 2026, when he was publicly listed for promotion from First-Level Researcher to Second-Level Inspector, according to a Sohu carry of the earlier announcement. His current nomination to a vice-mayoral candidacy follows that earlier step. A Baidu Baike biographical entry confirms that he was born in November 1976, is a native of Yongchang, Gansu, joined the CPC in June 1998, and began work in July 2001.

Background and Context

The notice was published by Gansu Daily and carried by China Economic Net on September 14, a day before the People’s Daily version. Both carries reproduce identical text, strengthening confidence in its accuracy.

The batch comes amid a broader reshuffle in the province’s leadership. Kong Shaoxun became Deputy Party Secretary of Gansu and Party Secretary of the provincial government in late August 2026, and was named acting Governor by a decision of the Gansu Provincial People’s Congress Standing Committee on September 2.

What to Watch

The public consultation closes at the end of September 18. If no disqualifying issues emerge, the Organization Department is expected to proceed with the formal appointment procedures in the following weeks. The outcome will be closely watched as an indicator of the province’s personnel priorities under its newly installed acting governor, particularly regarding representation for minority autonomous areas and the continued integration of non-Communist party figures into local governance structures.
