Xi Congratulates Jilin University on 80th Anniversary
Chinese President Xi Jinping sent a congratulatory letter to Jilin University (JLU) on Wednesday marking the institution’s 80th anniversary, praising its contribution to national development and calling on it to play a greater role in the revitalization of Northeast China. According to Xinhua News, the letter was released publicly on September 16, the anniversary date, and extended congratulations to all faculty, staff, students, and alumni.
In the letter, Xi — writing in his capacities as General Secretary of the Communist Party of China Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission — set out a policy vision linking the university directly to two of his signature national priorities.
A Letter Tied to National Strategy
The full text of the letter, published by Xinhua, urges Jilin University to be guided by “socialism with Chinese characteristics for a new era,” to carry forward its “red heritage,” and to focus on national strategic needs as it charts its next chapter.
“At this new starting point, I hope Jilin University will take socialism with Chinese characteristics for a new era as its guide, carry forward its red heritage, give full play to its comprehensive advantages, and focus on the nation’s strategic needs,” Xi wrote. He called on the university to “continuously optimize its disciplinary and specialty layout, raise its teaching and research levels, and work hard to cultivate more high-quality talent.”
The letter frames higher education as an instrument of regional and national policy: Xi tied the university’s mission to “promoting the comprehensive revitalization of Northeast China in the new era” and to “advancing Chinese-style modernization.” The Chinese government republished the letter through its official portal, underscoring the message’s status as formal state communication.
A University With Deep Roots
Jilin University was founded in 1946, its origins often traced to the Northeast Administrative College established that same year. Over eight decades, Xinhua noted, the school “has carried forward its fine traditions, persisted in reform and innovation, and cultivated and supplied large numbers of talent for all sectors of the country.”
Based in Changchun, the provincial capital of Jilin, JLU is one of China’s flagship comprehensive universities and a member of both the “985” and “211” project tiers — designations reserved for the country’s most elite institutions. In 2000, it absorbed five institutions, including the former Jilin University of Technology and Norman Bethune University of Medical Sciences, becoming one of the largest universities in the country. The former PLA Quartermaster University merged into JLU in 2004.
The anniversary has been marked by an extended program of events throughout 2026 under the slogan “innovate and strengthen, revitalize the North and serve the nation” — a theme that deliberately echoes the university’s “Go North” tradition, the historical movement of intellectuals dispatched to build up Northeast China. Events have ranged from a youth health run and a symphony concert to academic symposia and the launch of anniversary publications. The JLU News Center published the letter’s full text the same day.
High-Level Attention Ahead of the Anniversary
The letter did not arrive in isolation. On September 15, Education Minister Huai Jinpeng, who also serves as Party Secretary of the Ministry of Education, inspected the university, and state outlets including People’s Daily ran prominent JLU features in the days leading up to the anniversary. The coordinated timing — a ministerial visit, a wave of national media coverage, and a presidential letter — signals the university’s elevated standing in Beijing’s policy priorities.
That attention reflects the strategic weight of Northeast China, a region that has struggled with economic slowdown, population decline, and industrial transition. Assigning a leading university an explicit role in the region’s revitalization reinforces the government’s long-running commitment to the area’s recovery and its efforts to anchor talent and research capacity there.
What to Watch
The letter functions less as a warm gesture than as a policy directive, setting expectations for how Jilin University aligns its academic programs with national goals. The coming years will show whether the university adjusts its disciplinary priorities, strengthens research partnerships tied to regional industry, and expands recruitment and retention of graduates in the Northeast — outcomes that will test whether a single institution can meaningfully contribute to reviving an entire region’s fortunes.
