Belgian Minister Skips UN Summit Over Oxygen Cylinder Ban
Belgian Federal Minister of Digitalisation Vanessa Matz has been forced to cancel her participation in the United Nations General Assembly in New York for health reasons, after the medical oxygen cylinder she requires was not permitted aboard her flight to the United States. Her cabinet announced the decision on Sunday, 20 September 2026.
Matz, a member of the French-speaking centrist party Les Engagés, had been due to join discussions on digitalisation and artificial intelligence — topics high on this year’s international agenda — and to accompany Queen Mathilde during her digitalisation activities in New York. Instead, as Het Laatste Nieuws reported, the trip became “impossible and too risky for her health.”
A Health Condition and a Prohibited Cylinder
Matz suffers from cluster headache, a neurological condition that causes severe, recurrent headaches — sometimes described as among the most painful conditions known. She carries a special oxygen cylinder on every trip to relieve symptoms.
According to her cabinet, transporting the cylinder aboard flights to the United States is prohibited, and no exception to the rule was possible this time.
“Its transport aboard flights to the United States is prohibited and this time no exception to that rule was possible,” her cabinet said. “Under those circumstances, it is impossible and too risky for her health to make the journey.”
The restriction reflects long-standing US aviation rules, which generally bar unapproved compressed-gas or liquid-oxygen cylinders in the cabin. Passengers with medical needs are typically required to use FAA-approved portable oxygen concentrators instead of conventional cylinders — equipment that is not readily interchangeable for every patient or condition.
What Was at Stake in New York
The annual UN General Assembly, held each September, is widely regarded as the high point of international diplomacy, drawing world leaders who set out their positions and priorities during the general debate.
The Belgian delegation this year is being led by Minister of Foreign Affairs Maxime Prévot, also of Les Engagés. Matz had been expected to take part in the coalition for the rights and protection of children in the AI era, a body Belgium is joining, according to VRT NWS.
Her absence removes a key minister from Belgium’s digital and AI diplomacy at a moment when those issues dominate the global agenda. Days before the incident, Matz had proposed an AI action plan to European partners and launched an “AI antenna” integrating Belgium into a European AI network — positioning her as one of the government’s most active voices on the file.
Accessibility Concerns Beyond One Minister
While the immediate story is a single cancelled trip, it points to a broader issue: the difficulty many travellers with medical needs face when navigating commercial aviation rules.
Medical oxygen users frequently encounter a patchwork of airline policies and national regulations, with few standardized accommodations. The fact that a sitting government minister — with the resources of a state behind her — could not secure an exception underscores how rigid those rules can be, and how much harder they may prove for ordinary passengers.
The general debate of the UN General Assembly runs from Tuesday through Monday, in the week beginning 22 September, with world leaders delivering statements. NU.nl noted that the session opened earlier this month, and that leaders including Dutch Prime Minister Rob Jetten were scheduled to address the assembly.
A Difficult Political Backdrop
Matz’s absence comes amid a demanding period for the Belgian federal government. Prime Minister Bart De Wever’s coalition is in the middle of difficult budget negotiations, seeking at least €10 billion in savings, alongside a live debate about a possible state reform.
It was already reported that De Wever himself would not attend the UN summit, tied to the budget talks in Brussels. Matz’s cancellation now means a second senior figure will be missing from the Belgian presence in New York.
What to Watch
It remains unclear whether Matz will contribute to the summit through an alternative channel — such as a recorded statement or remote participation — or whether alternative transport was considered. Her cabinet did not indicate that a workaround was being pursued at the time of the announcement.
The episode is likely to fuel discussion about accessibility in air travel, particularly for passengers who depend on medical equipment that aviation rules do not easily accommodate. For Belgium, the more immediate question is how — and whether — its digitalisation and AI priorities will be represented at the UN table in New York this week.
