China Releases Top-Level Plan for New Quality Productive Forces

China’s Communist Party Central Committee and State Council publicly released the Opinions on Developing New Quality Productive Forces on October 9, 2026 — a landmark top-level policy document that consolidates nearly three years of theoretical development into a 19-measure roadmap for innovation-led economic growth. The same day, state news agency Xinhua published a lengthy feature framing the concept as a core component of Xi Jinping Economic Thought guiding China’s modernization.

The release was announced in an official policy notice confirming that the Party Central Committee and State Council had issued the document. The complete authorized text was published by Xinhua, and the feature article was republished by CCTV the following morning.

What the Opinions Say

The document organizes its strategy around five areas of innovation and 19 key measures: vigorously advancing scientific and technological innovation; promoting the deep integration of scientific and technological innovation with industrial innovation; advancing innovation in development models; solidly advancing institutional and mechanism innovation; and deepening innovation in talent work mechanisms.

It sets out four guiding principles — “innovation-led, reform as key, adapting to local conditions, and establishing the new before abolishing the old” — explicitly framed to ensure the concept does not go “off-track,” “rush headlong,” or create “bubbles,” according to the full text.

Among the future industries named for forward-looking development are quantum technology, biomanufacturing, hydrogen and fusion energy, brain-computer interfaces, embodied intelligence, and 6G mobile communications. The document also mandates a nationwide “AI Plus” action to apply artificial intelligence across industries, accelerating smart terminals including AI phones, computers, and humanoid robots.

From Concept to Policy

The “new quality productive forces” (新质生产力) concept was introduced by President Xi Jinping in September 2023 during an inspection tour of Heilongjiang province. As the Xinhua feature recounts, Xi called at the time for integrating scientific and technological innovation resources and accelerating the formation of these forces.

Xi elaborated on the definition in January 2024 at a collective study session of the 20th Party Politburo, describing it as “an advanced productive force characterized by high technology, high efficiency and high quality,” marked by “a substantial increase in total factor productivity,” with “innovation as its feature, high quality as its key, and advanced productivity as its essence.”

Crucially, the concept is not limited to emerging sectors. “Developing new quality productive forces does not mean ignoring or abandoning traditional industries,” Xi said at the 2024 national political sessions. The Opinions reinforce this by placing traditional-industry upgrading alongside new-sector cultivation, warning against localities that “blindly crowd into hot tracks” at the expense of their existing advantages.

Governance Guardrails

The document includes an unusually pointed accountability section. It warns against “diverting from the real to the virtual,” creating bubbles, or causing “industrial hollowing-out or industrial fault,” and directs officials to hold a “correct view of political achievements.” It states that serious accountability will apply for major losses caused by “rushing headlong or blind investment.”

The guardrails respond to what the Xinhua feature describes as “cognitive missteps” after the concept’s debut — some localities equated the idea only with emerging industries and neglected traditional-industry upgrading, or wasted resources crowding into popular sectors.

Expert Reaction

The Xinhua Decoding analysis assembled commentary from researchers. Wang Shengxiao of the Central Party School’s Xi Jinping Thought research center said the new wave of technological revolution “opens broad prospects,” and that only by seizing the historical opportunity and strengthening independent innovation capability “can we always maintain strategic initiative.”

Liu Zhenzhong of the National Development and Reform Commission’s industrial economics institute argued that new quality productive forces are “mainly driven by disruptive technological breakthroughs,” and require comprehensive reform to restructure institutional frameworks and clear development bottlenecks. Yu Chang, of the Xi Jinping Economic Thought Research Center, stressed that regions must tailor their approach to local conditions, forging strengths through differentiated layouts.

From abroad, Clemens Schütte, director-general of the German-Chinese Economic Association, told Xinhua that China “is entering a new development stage characterized by quality improvement, technological upgrading and structural optimization,” calling the transition the inevitable path of a mature economy.

What’s Next

The Opinions arrive as China begins its 15th Five-Year Plan (2026–2030), a period the document’s backers describe as pivotal for “basically realizing socialist modernization.” All 31 provincial-level regions have made corresponding deployments. A full English translation of the Opinions was also published.

The document assigns coordinating responsibility to the Office of the Central Financial and Economic Affairs Commission and the National Development and Reform Commission, which will oversee theoretical research, strategic planning, cross-regional coordination, and monitoring. Observers will be watching whether the anti-bubble provisions translate into discipline over the next cycle — a test of whether China can convert a theoretical framework into sustained, quality-driven growth.
