China’s Tech Surge: AI Bureaus, BeiDou, and Data Milestones
China’s technology sector is advancing on multiple fronts simultaneously, with new government AI Bureaus being established nationwide, the BeiDou satellite navigation system completing a full in-orbit upgrade, unified entry standards for autonomous driving, record-breaking data production, and AI video models racing toward commercialization. These developments signal a coordinated push to accelerate China’s technological self-reliance and digital economy ambitions.
AI Bureaus: A New Institutional Framework
On July 28, Foshan’s Shunde District in Guangdong Province established the Embodied Intelligence Development Bureau — the first government functional bureau in China specifically dedicated to coordinating the entire embodied intelligence industry chain. According to People’s Daily, the bureau’s sign now hangs prominently on the second floor of the district government office building.
Foshan is not alone. Over the past year, cities including Shenzhen, Wenzhou, Zhuhai, Guangzhou, Nanjing, and Huizhou have all established AI-focused government bureaus. The trend reflects what Chen Yushan, deputy director of the Guangdong Institute of Scientific and Technical Information, describes as “a proactive deployment combining top-down strategic response with bottom-up development demands.”
The institutional innovation addresses a long-standing challenge: AI management functions were previously scattered across multiple government departments, creating coordination bottlenecks. Zhang Qingyuan, CEO of Kingsoft Office Software, noted that AI application deployment involves data, scenarios, computing power, and policy — each corresponding to different supervisory departments. “Previously, the coordination chain was long, which affected enterprises’ efficiency in advancing projects,” he said.
China’s AI core industry scale exceeded 1.2 trillion yuan in 2025, with more than 6,200 related enterprises — context that helps explain why local governments are racing to streamline AI governance.
BeiDou Completes Full In-Orbit Upgrade
The BeiDou Navigation Satellite System has fully completed its in-orbit upgrade, according to the China Satellite Navigation System Management Office. As reported by People’s Daily, the upgrade used a strategy of batch implementation, satellite-by-satellite verification, and dynamic switching, making BeiDou the first global navigation satellite system with large-scale in-orbit software-defined and continuous evolution capabilities.
The upgrade focused on improving inter-satellite link transmission efficiency, optimizing signal capture in complex environments, and enhancing anti-interference capabilities. The system currently maintains 50 satellites in orbit, with space signal accuracy better than 2 meters and global positioning accuracy better than 10 meters. Precision single-point positioning achieves horizontal accuracy better than 0.3 meters and vertical accuracy better than 0.6 meters.
Looking ahead, China plans a next-generation BeiDou system with service accuracy expected to reach decimeter or even centimeter-level high-precision positioning, with a 2035 goal of a more ubiquitous, integrated, and intelligent comprehensive spatiotemporal system.
Unified Standards for Autonomous Driving
The Ministry of Industry and Information Technology has released the mandatory national standard Safety Requirements for Intelligent Connected Vehicles - Autonomous Driving Systems (GB 44721-2026), scheduled to take effect on July 1, 2027. As Xinhua News reports, this is China’s first mandatory national standard for L3 and L4 autonomous driving systems, applying to M-class (passenger) and N-class (cargo) vehicles.
The standard requires autonomous driving systems to achieve at least the safety level of a qualified, attentive human driver and establishes a comprehensive inspection and testing system. It complements the L2 mandatory standard released in June 2026, creating a complete regulatory framework from L2 to L4.
Cui Dongshu, secretary-general of the China Automobile Dealers Association Passenger Car Market Information Joint Sub-committee, said these two sets of mandatory national standards “build a complete mandatory regulatory system from L2 to L3 and L4, marking the domestic intelligent driving industry’s entry into a new stage of compliant, high-quality development.”
Data Production Reaches 52.26 ZB
According to the National Informatization Development Report (2025) released by the Cyberspace Administration of China, the country’s annual data production reached 52.26 zettabytes in 2025 — a 27.3 percent year-on-year increase, accounting for approximately 27.44 percent of global data production. As Xinhua News reports, total data storage reached 2.53 ZB, up 21.1 percent year-on-year.
The report highlights progress in data infrastructure and the market-oriented allocation of data elements. By the end of 2025, more than 120 national standards in the data field had been established, and 257 provincial and city-level local governments had launched data open platforms with nearly 480,000 open effective datasets.
AI Video Models Race Toward Commercialization
The AI video large model sector is experiencing a surge of investment activity. In the past three months, four companies — Kling AI, Shengshu Technology, Aishi Technology, and Yanyu Technology — disclosed new financing totaling nearly 30 billion yuan. As Xinhua News reports, Kling AI completed a nearly $3 billion financing round — the largest ever for a global video large model company — with a post-investment valuation expected to reach $18 billion.
Internet giants are both investors and competitors in this space. Tencent, Alibaba Cloud, and Baidu jointly invested in Kling AI, while Alibaba led financing rounds for both Shengshu Technology and Aishi Technology. Meanwhile, ByteDance launched Seedance 2.5, Alibaba released Wan2.7-Video, and Tencent’s Hunyuan released HunyuanVideo 1.5.
Kling AI’s business metrics underscore the sector’s commercial momentum: global users exceeded 100 million in early June 2026, covering 224 countries and regions. First-quarter 2026 revenue exceeded 650 million yuan, up over 300 percent year-on-year.
AI short dramas have emerged as a key commercial application. Production costs have dropped from 300,000-500,000 yuan to 30,000-50,000 yuan, making AI-generated content commercially viable. Zheng Xuanle, founder and CEO of Light Source Capital, observed that the warming of financing “means the market’s pricing logic for the AI video generation track is shifting from concept-driven to commercial substance pricing.”
Analysis: A Coordinated Technological Push
These five developments are not isolated events but components of a broader strategic push. The establishment of AI Bureaus represents institutional innovation to streamline governance, while the BeiDou upgrade strengthens critical infrastructure. The autonomous driving standards create regulatory clarity for commercialization, and the data production milestone reflects the expanding digital economy. Together, they signal China’s determination to maintain technological momentum across multiple fronts.
Industry analysts at CITIC Securities predict the AI video generation market may converge to three or four differentiated leaders in an oligopolistic competitive landscape. As Fang Han, chairman and CEO of Kunlun Wanwei, noted: “In the next 3-5 years, world models will become core infrastructure for gaming, film, and other industries, completely refreshing content production methods.”
