China’s L2 Smart Driving Adoption Surpasses 70 Percent as New Safety Standards Reshape the Industry

China’s L2-level smart driving penetration rate for passenger vehicles has surpassed 70 percent, reaching 70.5 percent in 2026, according to the Ministry of Industry and Information Technology (MIIT). The milestone, reported by Xinhua News, marks a pivotal shift as the country’s autonomous driving industry transitions from technology validation to large-scale commercialization.

The data reveals that Navigation on Autopilot (NOA) function penetration reached 34.2 percent, while the first batch of L3-level conditionally automated vehicles has begun operating in designated areas. Beijing has outpaced the national average, with L2 penetration reaching 77.5 percent in the first half of 2026.

Mandatory Safety Standards Set New Industry Baseline

Behind this rapid adoption lies a significant regulatory transformation. China has published two mandatory national standards that establish hard safety requirements for both assisted and autonomous driving systems.

The L2 standard, GB 47955-2026, published on June 27 and effective January 1, 2027, sets the safety baseline for combined driving assistance systems. More significantly, the country’s first mandatory national standard for L3/L4 autonomous driving safety, GB 44721-2026, was published on July 30 and will take effect on July 1, 2027, as iResearch reported.

The L3/L4 standard applies to M-class (passenger) and N-class (cargo) vehicles equipped with conditional and highly automated driving systems, excluding automatic parking systems. It establishes comprehensive safety requirements across four dimensions: enterprise lifecycle safety assurance, dynamic driving task execution capability, human-machine interaction and user notification, and multi-dimensional inspection and testing methods.

An Tiecheng, chairman of the China Automotive Technology and Research Center (CATARC), described the standard as establishing “rigid safety red lines across technology, product access, and supervision,” laying the institutional foundation for autonomous driving commercialization.

“Safety is the lifeline of intelligent connected vehicles; standards are the hard support for industrial development,” An said. “This mandatory national standard marks China’s autonomous driving industry entering a new stage of standardization, normalization, and safety.”

International Leadership in Standard Setting

China has also taken a leading role in shaping global autonomous driving regulations. The country spearheaded the development of the UN Autonomous Driving Systems Global Technical Regulation (ADS GTR), which was approved in June 2026. According to Guangming Daily, the domestic mandatory standards maintain consistency with international regulations while providing more detailed technical requirements suited to China’s road conditions.

Guo Shougang, director of MIIT’s Equipment Industry Division I, noted that China is jointly developing global technical regulations with major automobile countries, consolidating experience from testing and pilot programs into global consensus.

The standardization effort is extensive. Sun Hang, chief engineer at the China Automotive Standardization Research Institute, said more than 120 standard projects are in development, forming a landscape where recommended standards provide guidance, mandatory standards establish bottom lines, and domestic and international standards coordinate.

The Gap Between Installation and Usage

Despite the impressive penetration numbers, industry leaders caution that installation rates do not translate directly to user adoption. Jin Yuzhi, CEO of Huawei’s Intelligent Automotive Solution BU, revealed that less than 10 percent of users have actually used assisted driving features.

“Most people don’t dare to use it or don’t know how,” Jin said in an interview covered by Sina Auto. “Installed does not equal used; used does not equal works well.”

Jin emphasized that with L2 penetration at 70 percent, safety is crucial. The L2 mandatory standard sets a unified safety baseline, providing a key basis for industry access management.

Gu Gongyao, vice president of Momenta, noted that industry competition has shifted from competing on penetration rate to competing on experience and capability. “When smart driving becomes a rigid demand and standard feature, consumers demand better experiences,” Gu said. “Smart driving has transformed from a cost item to a profit item.”

An XPeng spokesperson offered a consumer-centric perspective: “Good smart driving should be like taking an elevator - press the start button and get from home to office.” The spokesperson emphasized that the leap from installed to used lies in technical route choice, noting that only companies with self-developed base model capabilities can create products users are willing to use.

Industry Investment Accelerates

Companies across the automotive sector are deepening their investments in intelligent driving capabilities. SAIC Motor President Jia Jianxu told the 2026 China Auto Forum that “intelligence has become the core lever for Chinese automobiles to consolidate global leading advantages and widen the gap between domestic and overseas markets,” as China Auto News reported.

Huawei’s assisted driving systems have accumulated 12.8 billion kilometers of assisted driving mileage, with a safety factor 4.92 times that of human driving. Momenta, which listed on the Hong Kong Stock Exchange on July 8 with a market value exceeding HK$70 billion, has leveraged 1.1 million production vehicles and 15 billion kilometers of driving data to refine its models.

In the commercial vehicle sector, Pony.ai’s vice president He Xing said the company has launched fourth-generation autonomous trucks and light trucks, each equipped with six redundant systems covering braking, steering, power, communication, perception, and computing. Its World Model 2.0 generates over 10 billion kilometers of data weekly, maintaining safety performance at 10 times human driver levels.

Fu Bingfeng, vice chairman of the China Association of Automobile Manufacturers, highlighted China’s competitive position: “Chinese enterprises lead in vehicle-road-cloud integration, actively catching up in end-to-end autonomous driving large models, achieving global leadership in human-machine interaction and multimodal perception.”

A New Era of Standardized Autonomy

The convergence of regulatory clarity and market momentum signals a transformative period for China’s intelligent connected vehicle industry. As China News Service reported, China has issued over 20,000 test licenses, opened more than 57,000 kilometers of test roads, and accumulated over 220 million kilometers of testing. Twenty vehicle-road-cloud pilot cities have deployed over 60,000 sets of intelligent equipment.

Gu Gongyao identified two key policy breakthroughs needed for L3/L4 large-scale deployment: national mutual recognition of qualifications and implementation of an accident liability determination framework. The former would break the fragmented one-city-one-approval pattern, while the latter would enable insurance product commercialization and large-scale vehicle manufacturer shipments.

The 2026 World Intelligent Connected Vehicle Conference, scheduled for October in Beijing, will showcase the latest developments in autonomous driving technology and industry applications. With the L2 standard taking effect in January 2027 and the L3/L4 standard following in July 2027, China’s smart driving industry is poised to enter an era where safety standards and market adoption advance in tandem - moving from “usable” to “reliable,” and from demonstration to normalization.
