APEC Nations Seek Coordinated EV Charging Standards

Representatives from government, industry, and technical institutions across multiple Asia-Pacific Economic Cooperation (APEC) economies gathered in Dalian, China, to discuss coordinating electric vehicle (EV) charging standards across the region. The workshop, held as part of the 2026 APEC Third Senior Officials’ Meeting (SOM3), aims to improve interoperability and accelerate EV adoption in the world’s fastest-growing electric mobility market.

Context: A Region at an EV Tipping Point

The discussions come amid rapid global EV adoption. According to the International Energy Agency, global EV sales exceeded 20 million units in 2025, up 20% year-on-year and accounting for about a quarter of new car sales. The agency projects EV sales to reach 23 million globally in 2026, approaching 30% of all cars sold worldwide.

China, the world’s largest EV market, provides a large-scale application environment for refining standards. The country’s National Energy Administration reported that EV charging infrastructure reached 23.057 million units by the end of June 2026, up 43.2% year-on-year. This includes 18.048 million private charging facilities and 5.009 million public charging units, with county-level coverage reaching 98.61%.

Key Developments: Seeking Interoperability

EV charging is no longer a simple connection between vehicle and power source. It involves an ecosystem of vehicles, charging and swapping equipment, communication protocols, payment services, and the power grid. Any bottleneck in this system can increase user wait times and business costs.

Participants at the Dalian workshop identified several systemic challenges to cross-border EV adoption. Disparate interfaces, testing and certification rules, and data regulations across markets can force companies to undertake duplicate testing and document submissions. Some regions also face constraints from grid capacity, land supply, and urban-rural differences in charging infrastructure deployment.

“China has established a technical standards system covering charging interfaces, communication protocols, safe operation, and energy efficiency management,” said Hao Weijian, Chief Expert at China Automotive Technology and Research Center Co., Ltd., according to Xinhua News.

Tadanori Yadoya, Chief Engineer at Honda Motor Co.’s Quality Innovation Operations Center, emphasized that “standardization should remain open, inclusive and practice-oriented, focusing on improving safety, reliability and interoperability.”

The workshop also highlighted how standards are redefining the relationship between vehicles and the power grid. Mo Tiande, a representative of the Hong Kong Productivity Council, noted that vehicle-to-grid technology can transform EVs from pure electricity consumers into distributed energy storage resources, absorbing power when renewable energy is abundant and feeding it back during peak demand.

Erby Kramer, President of General Motors’ Pan Asia Technical Automotive Center, stressed that “predictable, clear and transparent policies and standards help companies make long-term investments and build consumer trust.”

Analysis: A Pragmatic Path Forward

Participants suggested a pragmatic, incremental approach to harmonization. Economies could start by unifying or linking test methods, sample requirements, and report formats, while strengthening information sharing and mutual recognition of conformity assessment results. They also called for greater use of existing international standards to advance cooperation on charging roaming, payment, cybersecurity, and data governance.

The Dalian workshop builds on earlier momentum from the APEC 43rd Automotive Dialogue held in Shanghai in May 2026, which confirmed plans to advance mutual recognition of over 60 international technical standards, including EV safety and autonomous driving systems. As Sector Insight HQ noted, this signals a strategic acceleration in the international alignment of Chinese intelligent connected new energy vehicle standards.

The workshop was one of nearly 130 meetings and events held during the Dalian SOM3, which runs from August 17 to 28 and covers trade, innovation, energy, transportation, and other topics. As APEC Secretariat Executive Director Eduardo Pedrosa noted, “The challenges facing our region are becoming more interconnected, and so is APEC’s response. The work taking place over the next two weeks helps economies solve practical problems together.”

Harmonized standards could reduce compliance costs and market entry barriers for EV manufacturers and charging infrastructure providers operating across APEC economies. For consumers, improved interoperability would enable seamless cross-border EV travel, boosting confidence in green mobility. For the region, coordinated standards could accelerate EV adoption and support climate goals and energy transition.

The outcomes of the Dalian workshop are expected to feed into discussions ahead of the APEC Economic Leaders’ Week scheduled for November in Shenzhen, where concrete deliverables on standards coordination may emerge. As China’s leadership in EV charging infrastructure positions it as a key standard-setter in the regional EV ecosystem, the path toward interoperability will be closely watched by automakers, charging operators, and policymakers across the Asia-Pacific.
