China Enforces CCC Certification for EV Charging Piles

China’s mandatory China Compulsory Certification (CCC) for electric vehicle (EV) charging supply equipment took effect on August 1, 2026, requiring all charging piles sold, manufactured, or imported in the country to obtain certification before entering the market. The regulation, announced by the State Administration for Market Regulation (SAMR) and its subsidiary National Certification and Accreditation Administration (CNCA), is designed to ensure the safety and quality of EV charging infrastructure that has become critical to supporting China’s rapidly expanding electric vehicle market.

According to Xinhua News, starting August 1, EV charging supply equipment without CCC certification cannot be manufactured, sold, imported, or used in other business activities in China. The certification process includes testing for key safety indicators such as electric shock protection, short-circuit protection, and fire resistance, as well as on-site factory quality assurance capability and product consistency checks.

Why This Regulation Matters

The mandatory certification addresses growing safety concerns in China’s EV charging industry. As China News Service reported, EV charging supply equipment operates with high voltage, high current, long operating hours, and complex installation environments. In recent years, electric shock and fire accidents caused by charging equipment have been increasing rapidly, posing serious threats to consumer safety and public security.

Li Chunjiang, Deputy Director of SAMR’s Certification Supervision Department, explained that the certification is based on two newly revised mandatory national standards: the Safety Requirements for EV Power Supply Equipment and the Safety Requirements for EV Conductive Charging Systems. The regulation covers two categories of equipment: AC charging devices (including slow chargers, wall-mounted units, and portable charging guns with rated voltage up to 440V) and DC charging devices (including fast charging piles, integrated or separated DC charging machines, and ultra-fast charging terminals with liquid-cooled charging guns, rated up to 1000V).

Industry Context and Growth

The certification comes amid explosive growth in China’s EV charging infrastructure. According to Guangming Daily, as of January 2026, China had approximately 20.7 million EV charging infrastructure points, a 49.6% year-on-year increase. Of these, 4.8 million were public charging facilities (up 31.2% year-on-year), while nearly 15.9 million were private charging facilities (up 56.1%).

Liu Yongdong, Deputy Secretary-General of the China Electricity Council, noted that as of October 2024, there were 11.88 million charging piles nationwide, with 512,000 charging pile-related enterprises operating in the country. However, most of these enterprises are small and medium businesses established in the past two years, resulting in uneven product quality, inconsistent safety standards, and non-standardized operations.

Transition and Compliance Challenges

Recognizing that over 80% of the industry consists of small and micro enterprises, regulators provided a 1-year and 5-month transition period. Certification bodies began accepting applications from March 1, 2025, following the issuance of SAMR Announcement No. 50 of 2024 and CNCA’s implementation rules (CNCA-C25-01:2024) in December 2024.

However, industry reports suggest compliance rates remain a concern. According to Valnk Technology, as of mid-July 2026, only 41 enterprises in Jiangsu Province had obtained certification with 131 certificates, and the national certification ratio remained low just days before enforcement. The basic certification model involves type testing, initial factory inspection, and post-certification supervision, with an alternative mode of type testing plus 100% inspection available for small single-batch equipment of five units or fewer.

Broader Regulatory Framework

The CCC certification is part of a broader push to strengthen safety regulation across China’s EV industry. China Daily reported that EV vehicles, electric motorcycles, electric bicycles, and their chargers and lithium batteries already require CCC certification. In 2026, new energy vehicle high-voltage connectors and wiring harness assemblies were also added to the CCC mandatory catalog, effective July 1. Additionally, a new national standard for EV charging interfaces unified communication protocols in March 2026, and an energy efficiency standard took effect simultaneously with the CCC enforcement, supporting a national push to phase out slow charging piles below 60kW.

For equipment already in operation before August 1, operators must comply with the Product Quality Law and the Consumer Rights Protection Law to ensure safety of persons and property, as noted by China Economic Net.

Market Implications

The mandatory certification is expected to accelerate consolidation in an industry where over 80% of enterprises are small and micro businesses. Companies that cannot meet certification requirements will be forced out of the market, while compliant manufacturers stand to gain market share in what GTG Group describes as a shift from “price competition” to “quality competition.”

The regulation aligns with China’s broader EV policy framework, including the “Three-Year Doubling Action” targeting 28 million charging facilities by the end of 2027, with projected investment of over 200 billion yuan. As Ourui Certification noted, the certification framework actively accepts existing international certification results to reduce enterprise burden and shorten certification time.

SAMR has stated it will intensify supervision, crack down on sales without certification certificates, and penalize misuse of certification marks. The enforcement marks a significant milestone in China’s efforts to ensure the safety and reliability of its EV charging infrastructure as the country continues its rapid transition to electric mobility. Industry observers will be watching how the certification affects small manufacturers, charging equipment costs, and the pace of infrastructure deployment in the coming months.
