China Sets Unified Entry Standards for Autonomous Driving
China has officially released a mandatory national standard establishing unified safety requirements for L3 and L4 autonomous driving systems, marking a significant milestone in the country’s regulatory framework for self-driving vehicles. The standard, designated GB 44721—2026, was approved on July 30 and will take effect on July 1, 2027, according to Xinhua News.
A Comprehensive Regulatory Framework
The new standard, titled “Safety Requirements for Intelligent Connected Vehicle Autonomous Driving Systems,” replaces the previous recommended standard GB/T 44721—2024 and applies to M-class (passenger) and N-class (freight) vehicles equipped with L3 (Conditional Automation) and L4 (High Automation) autonomous driving systems. It does not apply to automated parking systems.
The release completes a two-standard regulatory framework for China’s intelligent driving industry. In June, the companion standard GB 47955—2026, covering L2 combined driver assistance systems, was also published and will take effect on January 1, 2027. Together, these mandatory standards create a comprehensive compliance system spanning all levels of driving automation from L2 to L4.
According to the Ministry of Industry and Information Technology (MIIT), “The release and implementation of the standard establishes a unified safety baseline for autonomous driving products, and is of great significance for regulating autonomous driving technology R&D and application, improving road traffic safety, consolidating enterprise safety responsibility, and safeguarding the healthy and sustainable development of the industry.”
Key Technical Requirements
The standard establishes requirements across four main areas, as detailed in technical analysis from 36kr:
Enterprise full-lifecycle safety assurance: Manufacturers must establish safety capabilities across four dimensions—safety policy, risk management, safety assurance, and safety improvement—covering design, production, and post-deployment operations.
Dynamic driving task execution: The autonomous driving system’s safety level must be at least equivalent to a qualified, attentive human driver. The standard includes specific technical parameters for L3 highway operation, such as forward detection range of 50 meters at 60 km/h and 130 meters at 120 km/h, lateral detection of at least 9 meters on each side, and takeover request escalation within 4 seconds.
Human-machine interaction and user notification: Systems must ensure safe activation and deactivation processes. L3 systems are required to include driver takeover capability monitoring, while manufacturers must clearly inform users of automation levels, capabilities, limitations, and control strategies through multiple channels.
Multi-dimensional testing and verification: The standard establishes an “enterprise capability verification + safety file verification + confirmatory testing” system using simulation, field, and road tests.
Industry Response
Industry experts have broadly welcomed the new standard as a catalyst for the sector’s healthy development. Cui Dongshu, Secretary-General of the China Automobile Dealers Association Passenger Car Market Information Joint Branch, said the two mandatory national standards “construct a complete mandatory regulatory system from L2 to L3/L4, marking the domestic intelligent driving industry’s entry into a new stage of compliant, high-quality development.”
Cui added that the standard “proposes core safety benchmarks, which is conducive to dispelling the concerns of automakers and insurance institutions, and clearing the institutional obstacles to L3/L4 autonomous driving commercialization.”
Rao Qing, Chief Architect of Global Solutions at Momenta, told NBD Auto that the release “marks China’s autonomous driving industry officially entering a new stage of ‘safety as the bottom line, with standards to follow’ for scaled deployment.” He noted that after the country issues stricter regulations, it can achieve the effect of “expelling bad money and keeping good money.”
Jiang Han, Senior Researcher at Pangu Think Tank, said the national standard “sets thresholds from multiple dimensions, marking the shift of autonomous driving regulation from ‘conceptual loosening’ to ‘safety hard constraints.’” He observed that “the era of automakers relying on vague marketing to grab market share is over. Future competition will inevitably shift from feature display to safety capability competition.”
A Paradigm Shift in Responsibility
Li Jun, Academician of the Chinese Academy of Engineering and Professor at Tsinghua University, described the new framework as a fundamental transformation for the industry. As reported by 36kr’s Cyber Car, Li stated that “the automotive industry will completely bid farewell to the old model of ‘driver full responsibility’ and fully enter the era of autonomous driving operational safety.”
“In the future, companies selling high-level autonomous driving vehicles must self-certify safety throughout the process, monitor vehicles on the road in real-time, and bear lifelong safety responsibility,” Li said. He identified three defining characteristics of the autonomous driving safety era: responsibility for dynamic driving tasks shifts from driver to manufacturer; safety first is a prerequisite for autonomous vehicles to enter roads; and autonomous driving safety must ensure continuous safety throughout the entire lifecycle, no longer just factory-out one-time qualification.
International Context and Leadership
2026 represents a global inflection point for autonomous driving regulation. China led the development of the UN Autonomous Driving Systems Global Technical Regulation (ADS GTR), which was officially approved in June 2026. The UN WP.29 regulation was co-led by China, the EU, the UK, the US, Canada, and Japan.
Compared with the ADS GTR, China’s new national standard imposes more detailed technical requirements for L3 and L4 systems, further clarifying safety boundaries for different levels of products and improving user notification and training requirements. As noted in commentary from Economic Daily, the standard “innovatively constructs a unified standardized test scenario system” that maintains consistency with international core technical requirements while better fitting China’s road traffic environment and industry management needs.
The standard also comes at a time when China’s L2-equipped new passenger vehicle market penetration has reached 70%, with NOA-equipped models exceeding 30%. Two L3 models—the Changan Deepal SL03 and BAIC Arcfox Alpha S6—received conditional access permits in December 2025.
What to Watch For
The implementation timeline provides a transition period for the industry. New vehicle type approvals must comply with the standard from its implementation date, while existing approved models have until month 13 after implementation to comply.
MIIT has indicated it will continue developing supporting standards, including autonomous driving test methods and safety event data exchange and management systems. The ministry stated it will strengthen intelligent connected vehicle product access management and accelerate the industrialization and scaling of autonomous driving technology.
As the industry moves toward the July 2027 implementation date, the key question will be how effectively automakers can build the full-lifecycle safety assurance capabilities the standard demands. The shift from hardware parameter competition to safety capability competition is expected to reshape the competitive landscape of China’s autonomous driving industry, favoring companies with strong safety credentials over those competing primarily on marketing and feature count.
